MY BAD. ALL RIGHT. THANK YOU. GOOD AFTERNOON CHAIRMAN, VICE CHAIR, MAYOR AND MEMBERS OF THE

COMMITTEE AND MEMBERS OF THE PUBLIC MY NAME IS KELLY TOPIC. I’M THE NEW CHIEF INFORMATION

OFFICER. I’M HERE TO PRESENT MY PERSONAL TECHNOLOGY PROJECT STATUS REPORT MICROSCOPY AND THAT’S

THE NEXT POINT. WE’LL START WITH THE FAMILIAR FAMILIAR CITY ROAD MAP FEATURING THE PRIORITIES OF THE

CITY OF SAN JOSE LINKING THE TECHNOLOGY AND INNOVATION ACTIVITIES TO THE OVERALL CITY

MAP LOOKS LIKE NEXT IS A STATUS REPORT OF THE INNOVATION AND TECHNOLOGY OF MAJOR PROJECTS

THAT WAS PRESENTED TO YOU ON

MARCH 3RD OF THIS YEAR. >> OUR NEXT SLIDE THIS IS THE NEXT CONTEST WE PRESENTED THE

LATEST OVERALL PROJECT OF THE ROADMAP AND I’D LIKE TO INTRODUCE MICHAEL COSTA, DIVISION CHIEF OF THE SIDBURY WITHIN THE START OF THE

COMPLETED AND ONGOING MICHAEL. >> ALL RIGHT. THANK YOU.

IT’S GREAT TO HAVE YOU ON THE TEAM. LOOKING FORWARD TO GREAT THINGS . GOOD AFTERNOON, CHAIRPERSON,

MAYOR, VICE MAYOR, VICE CHAIR, MEMBERS OF THE COMMITTEE AND MEMBERS OF THE PUBLIC. I AM MICHAEL FOSTER CITY PORTFOLIO PRODUCTS PROJECT

MANAGEMENT DIVISION MANAGER. FIRST OF ALL, TAKE A LOOK AT THE PROJECTS THAT HAVE CHANGED STATUS SO TAKING A LOOK

HERE, THE BEAUTIFY SJ HOMELESS ENCAMPMENTS PLATFORM IS NOW FUNDED. >> THIS HAS ALSO BEEN REFERRED

TO AS THE BLIGHT MANAGEMENT REPORTING SYSTEM. YOU MIGHT HAVE HEARD THAT NAME AS WELL IN THE PAST. SO REQUIREMENTS DEFINITION

STARTS IN JULY ON THAT THE EAST SIDE ACCESS SIDE PROJECT IS CURRENTLY YET ANOTHER VICTIM

OF THE SUPPLY CHAIN ISSUES THAT ARE DELAYING MANY PROJECTS WORLDWIDE. SO HOPEFULLY WE WILL HAVE SOME

NEW INFO ON THAT SOON AND BE ADJUSTING THE DATES AS NEEDED. I BELIEVE YOU’RE GOING TO GET A

MORE DETAILED UPDATE ON THAT LATER IN THIS SAME MEETING. >> POLICEMAN MY PROJECT IS

CURRENTLY IN THE PROCUREMENT QUEUE AND THIS COMMITTEE HAS ALREADY HEARD ABOUT THE GOALS

THAT THEY HAVE TO IMPROVE PROCUREMENT TIMES, THE BUSINESS TAX SYSTEM.

THIS ONE WENT TO RFP AND AFTER DEMOS, INTERVIEWS AND CAREFUL CONSIDERATION, ALL BIDDERS WERE

ULTIMATELY REJECTED. SO THIS WILL HAVE TO BE REINITIATED WITH THE FINANCE TEAM. THE PUBLIC MEETING TECHNOLOGY

PROJECT WILL BE SHOWN IN MORE DETAIL IN A FUTURE SLIDE IN THIS PRESENTATION.

AND THEN FINALLY THE HYBRID WORK ENVIRONMENT HAS SOME TIMELINE CONCERNS AT THIS MOMENT BUT HOPEFULLY WE SHOULD BE RESOLVING THOSE SHORTLY WITH

THE USE OF THE CO-OP NEXT. WE HAVE RECENTLY COMPLETED PROJECTS SO THE EQUITY PROJECT

HAS COMPLETED ITS INITIAL PHASE. >> THE GOAL THERE WAS JOINING THREE ONE ONE DATA WITH THE

CITY’S GISTS AND CENSUS DATA AND THIS PROJECT NOW MOVES INTO

A PROGRAM PHASE OF UTILIZING THIS DATA TO TARGET UNDERSERVED COMMUNITIES. THE PLAN TO ADD FIVE NEW

SERVICES TO THE STAGE WHERE YOU WANT ONE APP WEBSITE EXCUSE

ME WAS DELAYED DUE TO BUGS IN THE NEW ORACLE DEBIX PLATFORM A LOW CODE AND NO CODE PLATFORM

HENCE A YELLOW. BUT THE GOOD NEWS IS THAT ONCE THIS PLATFORM WANTS DEPLOYED AND STABLE THREE OF THESE NEW

SERVICES ARE ABLE TO BE ROLLED OUT VERY QUICKLY BECAUSE YOU CAN SEE LISTED HERE COMPARE THIS WITH THE EIGHT MONTHS IT

TOOK FROM TO DEPLOY THE NEW RESIDENTIAL GARBAGE AND RECYCLING SERVICES THAT WERE IMPLEMENTED UNDER THE OLD

PLATFORM. NOW WE HAVE NET NEW PROJECTS SO THE RENT REGISTRY FOR PLANO IS

THE NEXT VERSION OF THAT SITE FOR BOTH PROPERTY OWNERS,

LANDLORDS AND RENTERS BY MAKING EASIER TO USE FOR BOTH SIDES, ENSURING A HIGH LEVEL OF COMPLIANCE.

FOR EXAMPLE, IN THE PAST WITH THE EASE OF USE IMPROVEMENTS BETWEEN VERSION 2.0 AND 3.0 WE WENT FROM TWENTY THREE PERCENT

OF ALL UNITS REGISTERED IN THE FIRST THIRTY IS IN TWENTY TWENTY TO THIRTY TWO PERCENT

REGISTERED IN TWENTY TWENTY ONE. SO ADDITIONAL IMPROVEMENTS TO MOVE THE NEEDLE ON PARTICIPATION EVEN FURTHER IS

THE GOAL WITH THIS PROJECT AND FINALLY ON VELOCITY YOU CAN SEE THAT WE’VE STILL GOT PLENTY OF WORK PROJECT WORK.

YOU’LL NOTICE THAT THE CAPACITY LINE ACTUALLY WENT UP THIS MONTH. >> IN PAST MONTHS IT HAS BEEN LOWER DUE TO RESOURCES BUT

WE’VE BEEN ABLE TO HIRE BOTH PRODUCT PROJECT MANAGERS AND TECHNICAL STAFF DOING THE

IMPLEMENTATION SO THESE NEW FOLKS WILL BE ABLE TO DOVE INTO THESE PROJECTS GOING FORWARD. WE ALSO STILL HAVE MANY VACANCIES TO FILL IN THE IT

DEPARTMENT WHICH IS ALWAYS CHALLENGING IN THE CURRENT ENVIRONMENT THOUGH THE NEXT

SECTION IS A DEEPER DOVE THE INDEPENDENT VERIFICATION AND VALIDATION REVIEWS OF THREE HIGH PROFILE PROJECTS ONCE

AGAIN AS A REMINDER HERE’S THE CRITERIA AND WAYS THAT PROJECTS GET INTO THIS QUEUE TO BE

REVIEWED. SO THIS MONTH WE’RE LOOKING AT THE NEXT TOP THREE RANKED

PROJECTS BY THE PREVIOUSLY SHOWN CRITERIA THEY ARE THE PUBLIC MEETING TECHNOLOGY AND

TWO PROJECTS FOR THE ENVIRONMENTAL SERVICES DIVISION THE ENVIRONMENTAL ENFORCEMENT DATA MANAGEMENT SYSTEM OR ITEMS

AND THE LABORATORY INFORMATION MANAGEMENT SYSTEM OR LIMS AGAIN ,THERE’S NO BIG SURPRISES

FOUND HERE AND THE PROJECTS THOUGH NOT WITHOUT PROBLEMS WERE FOUND TO BE ACCURATELY

REPORTING THEIR STATUS WHILST DEALING WITH KNOWN FUNDING AND RESOURCE ISSUES. >> OF COURSE THE VALUE OF ALL THREE OF THESE PROJECTS IS

CLEAR BUT IT’S NOT CAPTURED AS THEY’RE ALL IN THE EARLY STAGES .

NEXT, I’LL ZOOM IN A BIT ON EACH OF THESE PROJECTS TO SHOW WHERE WE’RE CURRENTLY AT THE

PUBLIC MEETING TECHNOLOGY PROJECT IS FAMILIAR TO ALL OF THOSE ON THIS COMMITTEE ALREADY. IT’S THE PLAN TO UPDATE THE TECHNOLOGY USED TO ORGANIZE AND

RUN THESE TYPES OF MEETINGS. THE OFFICE OF THE CITY CLERK AND OTHERS INCLUDING COUNCIL HAVE HELPED US TO ASSESS THE

NEEDS OF A NEW SYSTEM AND WE SHOULD BEGIN IMPLEMENTATION IN THE NEXT QUARTER INCLUDED THE PLANS ARE WAYS TO HELP

UNDERSERVED COMMUNITIES PROVIDING THINGS LIKE CAPTIONING HIGH QUALITY VIEWING

ON ANY DEVICE AND AGENDAS IN OTHER LANGUAGES. NEXT IS THE ENVIRONMENTAL

ENFORCEMENT DATA MANAGEMENT SYSTEM OR ITEMS TO POINT OUT FOR SHORT THIS PROJECT TAKES A

SYSTEM THAT IS OUT OF DATE, HAS BEEN COBBLED TOGETHER FOR MORE THAN A DECADE AND CONTAINS MANY MANUAL PROCESSES AND UPDATES IT

WITH AN ENTIRELY NEW DIGITAL SOLUTION FOR THE ENVIRONMENTAL

ENFORCEMENT AND DATA TRACKING HAS YET TO GO TO RFP BUT IT HAS BEEN IN THE PLANNING AND REQUIREMENTS STAGES FOR THE

PAST FIVE MONTHS AND WILL BEGIN IMPLEMENTATION THIS CALENDAR YEAR.

>> FINALLY THE LABORATORY INFORMATION MANAGEMENT SYSTEM IS AN IMPORTANT APPLICATION FOR

RUNNING THESE LABS. >> THESE LABS HAVE BEEN RESPONSIBLE FOR THINGS LIKE TRACKING COVID SURGES THE WASTE WATER AS A PREDICTOR

OF UPCOMING VARIANT WAVES. AGAIN THIS SYSTEM IS OVER A DECADE OUT OF DATE AND NEEDS TO BE UPDATED NOT ONLY FOR

EFFICIENCY AND PROCESS IMPROVEMENTS BUT ALSO TO HAVE THE LATEST REGULATION AND REPORTING REQUIREMENTS

DIGITIZED TO REDUCE MANUAL WORK BY THE ESD STAFF. >> AND THANK YOU.

THAT’S MY REPORT. GREAT. THANK YOU MICHAEL. AND LET ME JUST QUICKLY ADD MY WELCOME FOR COLEDALE.

IT’S GREAT TO HAVE YOU HERE IN THE CITY OF SAN JOSE AS OUR NEW CHIEF INFORMATION OFFICER. I KNOW WE’RE ALL VERY EXCITED

TO WORK WITH YOU AND WE’LL WE’LL COME BACK TO THE COMMITTEE FOR DISCUSSION OF THE REPORT. WHY DON’T WE SEE IF THERE’S

ANYONE FROM THE PUBLIC WHO WOULD LIKE TO COMMENT NOT SEEN ANY HANDS. GIVE IT ONE MORE SECOND.

OK, DOESN’T IT APPEAR THAT ANYONE FROM THE PUBLIC WOULD LIKE TO COMMENT COMING BACK TO

THE COMMITTEE, COUNCILOR COHEN ? YEAH. THANK YOU AND THANKS FOR THAT UPDATED ROAD MAP.

I HAVE A COUPLE OF QUESTIONS. WE’VE SPOKEN AT THE MEETING CITY COUNCIL MEETING AND I KNOW THAT YOU PROBABLY WEREN’T MOST

OF YOU AND ON STAFF WEREN’T THERE BUT THERE WAS A CONVERSATION ABOUT THE HOUSING

TECHNOLOGY AND I KNOW THAT THAT WAS I THINK THAT WAS THE FIRST ITEM ON YOUR ON YOUR HIGHLIGHT TODAY FOR UPCOMING PROJECTS.

I JUST WANTED THE ITEM AS THEY COMING UP IN JULY IS THE SCOPING THE FIGURING OUT THE PARAMETERS WHO’S GOING TO BE

INVOLVED IN THAT AND HOW ARE YOU GOING TO GET THE INPUT FOR

WHAT’S NEEDED IN THAT SYSTEM? >> SO THE RENT REGISTRY IS NOT THERE I’M SORRY NOT THE RIGHT REGISTRY THERE WAS THE UPRISING.

WHAT IT SAYS IS ALL BUT THE HOMELESS TRACK THE HOMELESS OUTLINE. >> OK, SORRY MICHAEL CAN YOU FILL UP THE SLOT? >> YEAH.

YEAH IT’S AND AS HE DOES COUNCIL MEMBER I CAN HELP IN THAT BECAUSE I JUST HAD TWO CONVERSATIONS ON THAT IN THE LAST TWO DAYS SO THERE WAS AN

INITIAL TIME FRAME BUT BASED ON THE COUNCIL FEEDBACK AND THE THE REFERRAL FROM YOUR OFFICE AND SOME ADDITIONAL FEEDBACK WE

RECEIVED FROM TWO OTHERS THAT ONE IS GOING TO BE ACCELERATED. THE PEOPLE ARE PARTICIPATING IN THAT. WE HAVE RAGAN FROM HOUSING, WE

HAVE ANDREYEV FOR SHELTON FROM PURANAS WITH OLYMPIA WILLIAMS. WE HAVE THE IT DEPARTMENT

THERE’S DOTTI AND ALSO I THINK ON THAT ONE THERE’S A PD INTERFACE VEHICLE BLAKE PIECE OF IT BUT WE HAVE A LOT

OF DEPARTMENTS PARTICIPATING IN THAT ONE. THE FIRST STEP THOUGH IS IS COMING UP THE REQUIREMENTS THAT’S A TIME FRAME ACCORDING TO OLYMPIA’S IS AND IS NO

LONGER ACCURATE BASED ON THE URGENCY THAT WAS COMMUNICATED AT THE COUNCIL MEETING. >> SO WE ACCELERATED SOONER IN

JULY CORRECTOR AND I WAS GOING TO SUGGEST THAT THERE MIGHT BE SOME INPUT ALSO FROM COUNCIL

OFFICES ABOUT WHAT WOULD BE HELPFUL IN DEALING WITH CONSTITUENTS TO BE ABLE TO HAVE

AVAILABLE IN A SYSTEM AS WELL. ABSOLUTELY. AND WE ALSO HAVE ON THE LIST TO CONNECT WITH PARTNER AGENCIES

AND THE COUNTY FOR HOW WE MIGHT BE ABLE TO TRADE OFF SOME KEY PIECES OF INFORMATION. BUT THAT ABSOLUTELY AND WE’LL

MAKE SURE THAT WE UNDERLINE THAT THE COUNCIL INPUT.

THANK YOU ON 911. THE OTHER THE OTHER ONE I WAS INTERESTED IN WAS THE LIMBS OF LABORATORY INFORMATION

MANAGEMENT JUST JUST THIS LEZOTTE IS IMPORTANT BUT IN

THIS CASE YOUR THIS KIND OF LABORATORY INFORMATION MANAGEMENT IS SOMETHING THAT YOU CAN GO OUT AND GET THIRD PARTY SOFTWARE TO DO RIGHT.

IS THAT THE IDEA HERE? THE PLAN IS TO IMPLEMENT AND

CUSTOMIZE SOME SOFTWARE FOR WHICH YOU CONTRACT OR ARE GOING TO BE DOING MOST MOSTLY

IN-HOUSE ON THIS ONE SHOW VENDOR HAS ALREADY BEEN IDENTIFIED. EXACTLY. THERE ARE THERE ARE THIRD PARTY SOFTWARE OUT THERE THAT DOES THIS THE REASON THEY NEED TO

UPGRADE THIS AS MENTIONED IT’S 17 YEARS OLD, THE CURRENT ONE AND IN THE LAST DECADE OR SO MANY NEW COMPLIANCES WITH THE

STATE OF CALIFORNIA HAVE HAPPENED BUT THEY’RE NOT IN THE SOFTWARE SO THEY HAVE TO DO THOSE MANUALLY RIGHT NOW.

>> OK, WELL I GUESS THIS QUESTION KIND OF GOES BACK TO E E

MANAGEMENT. HOW DOES HOW DOES THE CITY MAKE DECISIONS ABOUT WHETHER IT’S BETTER TO GO OUT AND FIND THIRD

PARTY SOFTWARE VERSUS BUILDING THINGS IN-HOUSE AND I GUESS HOW

DO YOU DO THE RESEARCH AND FIGURE OUT WHAT TOOLS ARE AVAILABLE AND WHAT MIGHT BE THE BEST APPROACH FOR THE CITY?

>> YEAH, ACTUALLY I JUST LEARNED THIS WEEK FROM FROM DREW IS MANAGING A PROJECT IN

THE C THREE PO TEAM THAT THERE ARE A COUPLE OF SOLUTIONS THAT OTHER CITIES AND COUNTIES HAVE DONE THAT WE’RE LOOKING INTO. OBVIOUSLY ANOTHER SOLUTION

WOULD BE TO INCORPORATE THIS INTO THE STATE THREE ONE ONE PLATFORM WHICH PEOPLE ARE

ALREADY FAMILIAR WITH AS WELL. >> SO WE’RE WE’RE YEAH I GUESS WE’RE DOING THAT BUILD OR BUY

DECISION. I CAN TELL YOU WHAT OUR OUR SOFTWARE PORTFOLIO STRATEGY HAS UP TO THIS POINT.

IT’S ABOUT 60 PERCENT CUTS COMMERCIAL OFF THE SHELF OR SOFTWARE AS A SERVICE SOLUTION

AND THEN FOLLOWED BY THIRTY FIVE PERCENT PLATFORM BASED DEVELOPMENT AND THEN ONLY FIVE PERCENT CUSTOM.

AND THE REASON FOR THAT IS WITH THE LIMITED STAFFING WE HAVE TO OVEREMPHASIZE THE RESOURCES WHERE WE CAN MAXIMIZE BENEFIT FROM PRE BUILDS AND WHERE

THERE’S ADEQUATE SUPPORT UPDATES, UPGRADE SECURITY AND SO FORTH. THE FIVE PERCENT ROUGHLY IS

WHEN WE SAY WE’RE DOING SOMETHING REALLY UNIQUE HERE AND WE CAN’T GET FROM A COST OR

SAS OPTION AT ANYTHING OF A REASONABLE PRICE, A REASONABLE PRICE POINT. BUT IN OUR SOFTWARE STRATEGY FOR THE ENTIRE CITY OF BUSINESS

SOLUTIONS WE DO HAVE THAT STRATEGY JUST BECAUSE OF OUR RESOURCE PICTURE AND AS PART OF OUR ORIGINAL IT STRATEGIC PLAN. >> NOT SURE IF THAT HELPS

INTERNAL I APPRECIATE HEARING THAT. THAT’S THAT’S WHAT I WAS THINKING FROM A SUPPORT

STANDPOINT AND ONGOING FUTURE. IT’S ALWAYS BETTER TO FIND SOMETHING THIRD PARTY THAT WILL HAVE SUPPORT CONTRACTS WITH

THAT AS OPPOSED TO SOMETHING THAT WILL WE’LL GET OUT OF DATE

AND NEED MORE INTERNAL RESOURCES TO MAINTAIN. SO I APPRECIATE THAT THAT’S THE

PRIMARY AT LEAST THE FIRST FOCUS AT THE BEGINNING UNTIL YOU FIND OUT THAT MAYBE YOU CAN FIND SOMETHING THAT DOESN’T EXACTLY. >> THANK YOU.

THAT’S ALL FOR MY QUESTIONS. >> GREAT. THANKS COUNCIL MEMBER. WE’RE ON THE MAYOR LICCARDO. THANK YOU.

MICHAEL, THANKS FOR THE PRESENTATION. I KNOW THIS ISN’T THE TIME FOR

TROUBLESHOOTIN BUT I’D HEARD THIS CONCERN FROM ONE PERSON. I JUST TRIED IT MYSELF AND I GOT STUCK AT MYSELF JUST AN I I

THINK FOR SOME OF US AND I’VE GOT AN IPHONE FOR WHATEVER IT’S WORTH WHEN WE GO TO THE THREE ON ONE APP AND WE TRY TO CHOOSE

THE AFFORDABLE HOUSING OPTION, IT APPEARS IT’S NOT THE PERSON

GOES TO THE SITE RIKA’S THE CITY WEBSITE. IT SOUNDS LIKE SPECIFIC APP AND

YOU CAN’T GET BACK. IT’S HARD TO FIND A WAY BACK BECAUSE YOU’RE IN THE WEBSITE. THERE’S NO WAY COMING BACK OUT

AT ALL. I’M SURE YOU GUYS HAVE FIGURED THAT OUT BUT I JUST WANTED TO

RAISE THAT IS IT ALISA USER CHALLENGE FOR A COUPLE OF US FOR WHATEVER IT’S WORTH AND THEN SO THANK YOU.

I KNOW THAT ALL THESE THINGS ARE AS WE ALL MAP THEY ALWAYS HAVE THAT THEY ALWAYS NEED

TWEAKS ONE WAY OR ANOTHER ON THE EAST SIDE EFFORT RUN THE

SUPPLY CHAIN ISSUES IN GETTING WI-FI OUT THERE. >> I KNOW YOU INDICATE YOU WANT

TO TALK ABOUT THIS LATER ON. I KNOW WE’RE TALKING ABOUT 5G THERE. THE REGENVANU FOR SURE HOW MUCH YOU’LL BE TO SO FEEL FREE TO

PUSH ME OFF THIS QUESTION IS GOING TO GET ANSWERED LATER BUT I WANT TO RAISE TO THE GENERAL QUESTION ABOUT ALL THE DELAYS

WE’RE HAVING WITH THE SUPPLY ISSUES AND THE FACT THAT THE TECHNOLOGY WE’RE USING IS

PROBABLY A BIT ANYWAY. AT WHAT POINT DO WE TAKE A STEP BACK AND SAY WE REALLY WRITING THE RIGHT HORSE HERE?

SHOULD WE BE LOOKING AT ANOTHER APPROACH TO IN THE SHORT RUN

PERHAPS HELP STUDENTS BE ABLE TO GET KNOW WIRELESS DATA PACKAGES AND THINGS THAT MIGHT

JUST BE YOU MORE INDIVIDUALIZED SOLUTIONS RATHER THAN CONTINUING ON THE PATH IF WE THINK THIS TECHNOLOGY IS

PROBABLY GOING TO BE OUT OF DATE PRETTY SOON ANYWAY.

YEAH, THAT’S A GREAT QUESTION, MR. MAYOR. ONE OF THE THINGS THAT WE SHOULD BE DOING RIGHT NOW

OF COURSE IS LOOKING INTO NEXT GENERATION TECHNOLOGIES LOOKING INTO 5G 60, WHATEVER THAT IS

WHEN IT COMES OUT AND LOOKING INTO THOSE AS POSSIBLE SOLUTIONS. ONE OF THE THINGS I WOULD SAY

THOUGH THAT AS WE’RE BUILDING OUT OVER THE NEXT X NUMBER OF MONTHS, BUILDING OUT THE

EAST SIDE WI FI WI FI AS A TECHNOLOGY THAT WE USE RIGHT NOW BUT ALSO IN TECHNOLOGY AND

ESPECIALLY IN WIRELESS TECHNOLOGY A GENERATION IS THREE TO FIVE YEARS MAX. SO BY THE TIME THAT HARDWARE IS

AGING OUT, THERE MAY BE AN ENTIRELY NEW TECHNOLOGY COMING ON BOARD BUT THAT’S SOMETHING WE SHOULD BE LOOKING INTO AND

INVESTIGATING. MR. MAYOR, I CAN ADD ON TO THAT ADEUS PART. WE’RE ACTUALLY HAVING THE RESEARCH METHOD DESIGN RIGHT

NOW TO DO A REASSESSMENT AND REFRESH OF THE DIGITAL INCLUSION BROADBAND STRATEGY. ONE PIECE OF THAT IS TO

REASSESS THE TECHNOLOGIES. IT’S A WHILE AGO NOW BUT WHEN WE STARTED THAT PROJECT WE ACTUALLY SAID WE ARE GOING TO THREE BUILDS IF YOU RECALL AND

WE’RE GOING TO DO WI FI ONE AND TRY TACHOGRAPH ANOTHER AND TRY ANOTHER TECHNOLOGY IN ANOTHER TO SAY WHAT HAD THE BEST

COVERAGE EXPERIENCE FOR THE BEST PRICE POINT. AND THEN WHEN COVID HIT WE SAID WE’RE GOING TO GO WITH OUR TRIED AND TRUE AND EXPAND THAT

OUT. YOU’RE ABSOLUTELY RIGHT. THERE ARE DIFFERENT TECHNOLOGIES AND IT’S ACTUALLY PART OF OUR RESEARCH DESIGN FOR THAT ASSESSMENT.

WHAT WE’RE LOOKING AT NOW IS HOW TO PULL TOGETHER AS MANY PARTNERS AND THEN TO RESOURCE THAT THAT ASSESSMENT WORK.

ABBY WILL TOUCH SOME ON IT IN THE 5G BUT ON THE NETWORK PIECE OF IT THERE’S ALSO REFRESHED THAT ARE FACTORED INTO THAT

CONTRACT THAT YOU SAID YOU IN HIGH SCHOOL DISTRICTS SO THERE’S A GOOD AMOUNT FUNDED FOR IT BUT IT IS A PART OF OUR ASSESSMENT.

WE’LL COME TO COUNSEL WITH WITH THAT REFRESHED DIGITAL INCLUSION BROADBAND STRATEGY WITH WHAT WILL PROPOSE TO YOU ON THAT HOPEFULLY BEFORE THE

END OF THIS YEAR. OK, THANKS GUYS.

THAT IS MAYOR JONES. THANK YOU. CHAIR. >> GOOD PRESENTATION. GOT A COUPLE QUESTIONS. >> ONE IS ON THE PUBLIC MEETING TECHNOLOGY.

WE RECEIVE A LOT OF REQUESTS FOR TRANSLATION SERVICES BUT I KNOW IT’S EXTREMELY EXPENSIVE

AND OFTENTIMES IT’S NOT UTILIZED. IS THERE A PLAN OR SOME TYPE

OF TECHNOLOGY DEPLOYMENT TO

ADDRESS TRANSLATION AT THIS MOMENT THE FOCUS IS ON CAPTIONING FOR THE HEARING

IMPAIRED. SO THAT WOULD BE CAPTIONING OBVIOUSLY IN THE LANGUAGE THAT THAT WE’RE PRESENTING IN AND

THEN THE FOCUS IS TO PROVIDE IN MULTIPLE LANGUAGES THE AGENDA SERVICES BUT LIVE TRANSLATIONS

THAT THERE ARE LIVE TRANSLATIONS AVAILABLE AS A TECHNOLOGY SOLUTION RATHER THAN HUMANS DOING IT. IT’S SOMETHING WE CAN

ABSOLUTELY LOOK INTO. >> IS IS THAT WHAT YOU’RE REFERRING TO? EXACTLY RIGHT. RIGHT NOW WE HAVE HUMANS YOU KNOW, THEY’RE DOING A GREAT JOB

BUT IT’S IT’S INCREDIBLY EXPENSIVE AND IT’S OFTEN NOT UTILIZED.

SO IF THERE’S A TECHNOLOGY SOLUTION NOW NO GOOGLE TRANSLATOR BUT ACTUALLY I BACK

OFF A GOOGLE TRANSLATE SOMETHING ALONG THOSE LINES

THAT WE UTILIZE PARTICULARLY IN MEETINGS WHERE MAYBE WE’RE NOT EXPECTING THE TRANSLATION SERVICES BUT IT’S GOOD TO HAVE

THEM AVAILABLE JUST IN CASE AND I CAN HELP IN ON THAT ONE AS WELL. DEPUTY CITY MANAGER SO WE HAVE

THREE PLACES WHERE WE’RE APPROACHING THAT ONE IS UNDER THREE ONE ONE WHERE WE HAVE THE ACCESS INITIATIVE UNDERNEATH

THAT IS TRANSLATION A COUPLE OF DIFFERENT MODES. SO IF SOMEONE WANTS TO TYPE THEIR E COMMENT ON IT TRANSLATES WHAT IS THE VERBAL TRANSLATION AND WHAT IS THE

VIRTUAL AGENT AND DIRECT CHAT TRANSLATIONS WHERE WE CAN CONVERSE LIVE BUT THE TOOL IN THE MEDIUM TRANSLATES INTO

NATIVE LANGUAGE ON BOTH SIDES FOR THE VERBAL ONE WE HAVEN’T IDENTIFIED A GREAT SOLUTION YET

WE TELL CONTINUE EXPORT RESUME WITH OTHERS BUT WE HAVEN’T IDENTIFIED SOMETHING THAT THAT DOES THAT CULTURALLY AND TOPIC

SPECIFIC TRANSLATION EFFECTIVELY IT CAN GET EIGHTY EIGHTY FIVE PERCENT OF THE WAY THERE BUT IMPORTANT DETAILS ARE

MISSED AND THEN THE TWO WAY IS REALLY HARD BUT WE’RE GOING TO CONTINUE ON THAT ON THE

ACCESSIBILITY OF THE PORTFOLIO. WE’LL KEEP LOOKING. BUT THE HONEST ANSWER IS WE HAVEN’T FOUND SOMETHING THAT WILL CHANGE IT.

>> ALL RIGHT. THE NEXT QUESTION IS I KNOW

THAT YOUR RESOURCE CONSTRAINED PERSONNEL CONSTRAINT I DON’T KNOW HOW FUNGIBLE YOUR

RESOURCES ARE BUT HAS THERE BEEN A DISCUSSION AROUND ONCE

WE COMPLETE AN INITIATIVE, A PROJECT INSTEAD OF ADDING ADDITIONAL PROJECTS ONTO THE

ROADMAP KIND OF CREATING A HARD STOP AND REDEPLOYING THOSE RESOURCES TO TRY TO GET THOSE

OTHER PROJECTS MOVING FORWARD? WE’RE CONSTANTLY DOING THAT, MR. VICE MAYOR. WE’RE CONSTANTLY REPOSITIONING PEOPLE AS PROJECTS AND ONTO NEW

PROJECTS AS SEEN FROM THIS REPORTING THAT I DO EVERY OTHER MONTH. THERE’S CONSTANTLY NEW PROJECTS COMING UP.

OUR GOAL IN HIRING ALWAYS IS TO HIRE PEOPLE WHO ARE GOOD GENERALISTS AND CAN WORK ON

MULTIPLE DIFFERENT PROJECTS AND SO WE’RE NOT THAT SPECIALIZED. WE’RE PRETTY SMALL GROUP.

I THINK ROB KNOWS WE’RE JUST A LITTLE OVER ONE HERE AND OUR

GOAL IS IS TO BE ABLE TO HAVE HAVE A STAFF THAT CONFLICTS TO DIFFERENT PROJECTS. AM I ANSWERING YOUR QUESTION?

>> YES, YOU ARE. THAT’S WHY THAT’S WHY I WANTED TO KNOW.

>> THE NEXT QUESTION IS ON THE THE PROJECTS THAT ARE UNDER A

COVID-19 PANDEMIC IS THERE SITTING THOSE PROJECTS AT THIS POINT AS THEY ARE WINDING DOWN

OUR COVID RESPONSE BE MOVED TO AN OTHER CATEGORY?

ACTUALLY IF YOU REFER TO SLIDE

THREE AND I MEAN FOR LIGHTFORD OR A SLIDE FOR THREE OR FOUR, LET ME SHARE SCREEN AGAIN.

>> YES, YES, I THINK I CAN HELP ANSWER SOME OF THOSE IS AS WE’RE DRAFTING THE THE CITY

ROADMAP FOR COUNCIL’S DECISION AND INPUT A LOT OF THOSE DO

COME OFF AND A COUPLE OF THEM ARE ACTUALLY WE’RE INTENDED TO BE FINISHED BY THE END OF JUNE

SO THE FISCAL YEAR WOULD THAT CUT OFF POINT PERSON AT DEPLOYMENT’ FOR EXAMPLE, IS SUPPOSED TO BE DONE BY SEA SIDE ORIGINALLY WAS SUPPOSED TO

BUT WE’LL STAND THAT YOU WILL SEE A COUPLE OF THEM CARRY BUT IN DIFFERENT SECTIONS IN THE

NEXT CITY ROADMAP. BUT WE DO HAVE THAT ALIGNMENT AND REBALANCING AS PART OF THAT PROCESS AND THEN A COUPLE

YOU’LL SEE COMPLETELY COME OFF COPIER PRINTER REPLACED WHEN WE SOME CORRECTIVE ACTIONS WE HAVE TO DO ON THAT ONE.

BUT THE OTHER ONES ON THAT TOP TOP LINE AND A FEW OTHERS KIND INTERSPERSED HERE THAT YOU IDENTIFY AS PART OF COVID

RESPONSE AND RECOVERY SOME WILL DISAPPEAR. SOME WILL MOVE IN OTHER SECTIONS. SOME WILL CLOSE. GOT IT.

AND ON THE THE BUSINESS TAX WHICH IS SOMETHING THAT I FEEL LIKE THAT HAS BEEN AROUND EVER

SINCE I’VE BEEN ON COUNCIL WHAT IS THE OPPORTUNITY COST OF US

NOT HAVING DEPLOYED THAT AND IT DOESN’T LOOK LIKE WE’RE GOING TO HAVE IT DEPLOYED ANY TIME SOON. AGAIN, THIS HAS BEEN AROUND FOR

FOR A LONG TIME AND THAT’S JUST TELL ME WHAT THE OPPORTUNITY COSTS ARE FOR US NOT HAVING THAT DEPLOY.

>> MICHAEL, YOU WANT ME TO TAKE THIS ONE UP? >> SO YOU’RE RIGHT. THIS IS THE FIRST ONE OF THE

FIRST TWO PROJECTS WHEN I ARRIVED AT THE CITY THAT I CANCELED BECAUSE WE HAD SOME RESETTING TO DO THE OPPORTUNITY

COST SPECIFIC TO YOUR QUESTION IS THE CURRENT SYSTEM IS EXTREMELY OLD UNSUPPORTED AND THE THE RISK WE HAVE IS IF

THERE’S A HARDWARE SOFTWARE FAILURE OR A CYBERSECURITY ISSUE, THAT SYSTEM HAS HIGHER

RISK THAN OTHERS BECAUSE THERE’S NO PATCHING. THE REINSTALLATION WOULD BE VERY DIFFICULT AND SO THIS HAS BEEN PRIORITIZED.

>> MICHAEL HAD A POINT ON THIS ONE AND WE HAVE SOME LESSONS LEARNED FROM THAT PROCUREMENT OF THINGS IS THE MARKET REALLY

LOOKS FOR TAX SYSTEMS. THE HIGH REVENUE LIKE ONE HUNDRED MILLION DOLLARS TAX SYSTEMS PLUS AND THEY CAN MAKE A COUPLE OF MILLION DOLLARS A

YEAR ON IT. OURS IS SMALLER THAN THAT IS ABOUT THIRTY MILLION DOLLARS WORTH OF REVENUE.

WE ACTUALLY HAVE A TEAM INITIATIVE TO COME BACK AT THIS ONE AND ALSO LOOK AT COOPERATIVE AND THEN SOME

INNOVATIVE PROPOSALS. WE HAVE SOME OTHER COMPANIES THAT ARE PLATFORM BASED AS I MENTIONED EARLIER AND COUNCIL

THE COENS QUESTION THERE’S A COUPLE OPTIONS THAT WE HAVE THERE WHERE WE CAN GO A DIFFERENT ROUTE BUT TO NOT

REVEAL TOO MUCH BECAUSE WE TO PROCURE THIS ONE THE TEAMS ARE COMING TOGETHER TO SAY LET’S ONCE WE GET THE FEEDBACK FROM

THE FOLKS WHO PULLED BUT DIDN’T BID AND WE GET THE FEEDBACK FROM THE PEOPLE WHO ARE GETTING NONRESPONSIVE, THEN LET’S

REASSESS THAT AND SEE WHERE WE CAN REALLY PIN DOWN. >> THE GOOD THING I CAN SAY IS THAT IT DOES HAVE A GOOD

REQUIREMENTS SET THAT’S THAT’S SOMETHING WE DEVELOPED OUT OF THE FIRST PROJECT THAT I CANCELED BECAUSE THE REQUIREMENTS WERE INSUFFICIENT.

WE HAVE A GOOD SET OF REQUIREMENT NOW AND WE’RE MORE CONFIDENT IN IT. BUT THAT PROCUREMENT PIECE WE’RE GOING TO HAVE TO GET GET THAT VENDOR WHO CAN REALLY

DELIVER FOR US AND WE DIDN’T SEE THAT IN THIS LAST ROUND. >> GREAT. BUT I THINK YOU’RE RIGHT.

IT’S SEVEN YEARS OLD. IS THE PROJECT AT HAS BEEN AROUND EVER SINCE I’VE BEEN ON

COUNCIL AND IN LAST BUT NOT LEAST KALAT WELCOME TO THE CITY .

I HAVE TO TELL YOU THOUGH THAT YOU ONLY GET ONE MEETING TO SAY

I’M THE NEW CIO AFTER TODAY YOU’RE YOU’RE ACCOUNTABLE RESPONSIBLE FOR EVERYTHING THAT’S HAPPENED OVER THE LAST TWENTY FIVE YEARS.

>> SO DON’T SAY YEAH, WAIT HOLD ONTO IT. >> SO CONGRATULATIONS AND WELCOME. >> THANK YOU SO MUCH. RIGHT THAT’S IT.

HEAR WORDS OF WISDOM FROM OUR VICE MAYOR. >> VICE MAYOR, WOULD YOU LIKE TO MOVE ACCEPTANCE OF THE

REPORT THE MOOD AGAIN BEFORE WE VOTE? I HAD TWO QUICK QUESTIONS. ONE, MICHAEL WAS KIND OF A HIGH LEVEL. I NOTICED THAT OVER THE LAST

TWO MONTHS A NUMBER OF OUR PROJECTS HAVE MOVED INTO THE PINK AND I’M CURIOUS IF THERE

ARE ANY UNDERLYING TRENDS OR THEMES. IT SOUNDED LIKE FROM YOUR DESCRIPTION IT MIGHT JUST BE SOME DISCONNECTED SUPPLY CHAIN

HERE, A HIRING ISSUE THERE. >> BUT IS THERE ANYTHING WE SHOULD BE AWARE OF ? IS THERE ANYTHING MORE SYSTEMIC

THAT WE NEED TO IT’S A CHALLENGING HIRING HIRING

ENVIRONMENT AND THAT’S I WOULD SAY COMPLAINING ABOUT THAT IS LIKE COMPLAINING ABOUT THE WEATHER. SURE. SIMILAR SIMILARLY WITH THE SUPPLY CHAIN ISSUES THAT’S

AGAIN I THINK SLOWLY RESOLVING ITSELF. >> I THINK A LOT OF THIS HAS TO DO WITH THE CALENDAR I WOULD

SAY IS THAT SEVERAL OF THESE PROJECTS WERE SHORT OF FUNDING BUT THAT FUNDING WILL PROBABLY

APPEAR COME THE NEXT FISCAL YEAR. I HEAR PROMISES HERE AND THERE BUT I DON’T I DON’T REPORT ON PROMISES.

I REPORT ON FACTS AND YEAH, THE PROCUREMENT DELAYS ARE ALSO A CONCERN TOO. >> AND OBVIOUSLY THIS THIS COMMITTEE HAS TALKED TO THE

FOLKS IN PROCUREMENT ABOUT DELAYS. >> YEAH, OK. SO WANT TO MAKE SURE WE AWARE

OF THAT CHANGE IN STATUS SINCE IT SEEMED TO BE A TREND AT LEAST ACROS PROJECTS WE’LL

SEE OVER TIME AND MY SECOND QUESTION WAS ABOUT THE THREE ON ONE EQUITY PROJECT WHICH I’M VERY INTERESTED IN.

I WAS HOPING YOU COULD GIVE A LITTLE MORE DETAIL ABOUT THE NEXT STEPS. ARE THERE SPECIFIC SERVICES WE

WILL FOCUS ON FIRST OR WHEN MAYBE MORE TO THE POINT WHEN WOULD COUNSEL BE ABLE TO SEE

AND THE PUBLIC BE ABLE TO SEE HOW WE’RE USING THAT DATA TO IMPROVE SERVICE DELIVERY TO MAKE IT MORE EQUITABLE?

>> I BELIEVE IN AUGUST THREE ONE ONE WE’LL BE PRESENTING TO YOU AGAIN IN COMMITTEE SO YOU WILL GET A LOT MORE DETAIL

THERE ROB, SINCE YOUR SPONSOR ON THIS MAYBE YOU HAVE A LITTLE BIT MORE DATA TAB. YEAH. AND THEN BASED ON THE COUNCIL’S

DISCUSSION OF THE LAST TWO WEEKS, THERE’S TWO TWO DATA POINTS I CAN ADD IS WE’RE CONVENING THE GROUPS TO TAKE A

LOOK AT WHAT’S BEEN BUILT AND A COUPLE OTHER CITIES SAN DIEGO, SAN DIEGO AND SEATTLE

SPECIFICALLY TO SEE IF WE CAN DO A PARTNERSHIP AND THAT MEETING IS SCHEDULED FOR NEXT WEEK. WE’RE ALSO LOOKING ABOUT WHAT WE CAN DEVELOP INSIDE THREE ONE

ONE TO USE THE EXISTING INTERFACES WE HAVE WITH WORK MANAGEMENT SYSTEMS. SO WE’RE NOT SPRING EMAILS

AROUND BUT IF WE CAN DEVELOP THAT LAYER THAT INTEGRATES TO ANSWER YOUR QUESTION ALSO TO IS THE FOUR SERVICES WE’RE LOOKING

ON THAT ONE IS ENCAMPMENTS DEFINING THEM AND SAYING WHO’S RESPONDING TO WHAT AND COUNCIL OFFICES DEPARTMENTS CAN SEE

THAT NUMBER TWO IS HOW WE CAN CONNECT THAT WAS SUPPORTIVE SERVICES AND PARTNERS WHEN WE LINK THEM IN HOW CAN WE GIVE

THEM THAT INFORMATION CAN TRACK THEIR ACTION ON IT, FOLLOW, FOLLOW THROUGH. NUMBER THREE IS WE ALSO HAVE A

VEHICLE BLIT PUTREFY SJ VEHICLES BECAUSE WE’VE IDENTIFIED THAT WE TREAT ALL

VEHICLE ABATEMENTS AS ABANDONED VEHICLES OR NOT. SO AS YOU KNOW WE HAVE THAT TWENTY SEVEN PERCENT

CUSTOMER SATIS RATE SO WE WANT TO ADDRESS THAT AND THEN CONNECTING IN WITH ILLEGAL DUMPING GRAFFITI AND THE OTHER

THINGS IS IF WE CAN ALL SEE THAT TOGETHER WE THINK THAT WILL BE A VERY POWERFUL THING.

>> THE ABILITY THEN LATER ON TO CONNECT IT WITH THE COUNTY AND HMS SYSTEM IF THEY’LL ALLOW IT . WE THEN GIVE US OTHER INSIGHTS INTO HOW WE CONNECT TO THE

HEALTH AND HUMAN SERVICES RESPONSE THAT WAS THE HARDEST BECAUSE COUNTIES TEND TO BE VERY PERSNICKETY ABOUT HOW YOU

CONNECT INTO THOSE THINGS AND THE RULES FOR FOR GOOD REASON. >> SO SECURITY AND PRIVACY BUT

WE’LL HAVE TO HAVE MUCH, MUCH DEEPER AND MANY MORE CONVERSATIONS WITH THEM BEFORE I THINK WE CAN GET TO THAT POINT. BUT THAT FIRST TRANCHE IS IS

THE ENCAMPMENTS THE CONNECTION WITH VEHICLE BLIGHT AND OUR EXISTING SERVICES. >> I HOPE THAT HELPS.

YEAH, THAT’S GOOD. THAT’S GREAT. I’M REALLY LOOKING FORWARD LEARNING MORE IN THE MONTHS AHEAD. THAT’S EXCITING.

EXCELLENT AS ANYTHING ELSE

LET’S VOTE LICCARDO I I DON’T COHEN I MOHANNED I THANK YOU.

>> THANK YOU. OK WE’RE ON TO ITEM TWO WHICH IS THE SAFE CITY STRATEGY

STATUS REPORT AND SORRY WHO IS KICKED OFF THERE? >> I DON’T HAVE THE FRONT OF ME. THIS ONE’S A BIG JUDY TORRICO DEPUTY DIRECTOR FOR THE POLICE

DEPARTMENT WILL LEAD OFF WITH THE GROUP. >> THERE WE GO . THANK YOU. HI, JUDY. HI. GOOD AFTERNOON.

CHAIRMAN MEHAN LICCARDO VICE MAYOR JONES COMMITTEE MEMBERS AND MEMBERS OF THE PUBLIC.

I’M JUDITH TIRICO, DEPUTY DIRECTOR OF THE POLICE DEPARTMENT BUREAU OF TECHNICAL SERVICES.

>> TODAY MYSELF OUR DEPARTMENT DEPUTY DIRECTOR ATENA TREATING EMERGENCY MANAGEMENT DEPUTY DIRECTOR J.

MCKENNIS AND CITY CHIEF INFORMATION OFFICER. POLICE WILL PRESENT THE ANNUAL SAFE CITY REPORT REGARDING THE

EFFORTS WE’RE PUTTING FORTH APPLYING TECHNOLOGY AND TO IMPROVE PUBLIC SAFETY.

DURING OUR PRESENTATION WE WILL REVIEW THE SAFE CITY STRATEGY, THE PROJECT’S EFFORTS FOR THE

POLICE FIRE AND EMERGENCY MANAGEMENT DEPARTMENT, OUR FORWARD DIRECTION AND LASTLY

OPEN IT UP TO QUESTIONS AND FEEDBACK.

THE FIRST SAFE CITY STRATEGY IS FOCUSED ON COMMUNICATION AND INTEROPERABILI WE WILL REVIEW THE EFFORTS THE

POLICE DEPARTMENT, FIRE DEPARTMENT OFFICE, EMERGENCY MANAGEMENT AND PARTNERS HAVE

MADE TO ENSURE THEY’RE ABLE TO EFFECTIVELY COMMUNICATE AND COLLABORATE IN THEIR DAILY OPERATIONS AND ENSURING THERE

IS A COMMONLY MAINTAINED INDICATIONS INFRASTRUCTURE WHICH PROMOTES INTEROPERABILITY BETWEEN OTHER DEPARTMENTS

WITHIN THE CITY LIKE POLICE FIRE BUT ALSO WITHIN THE COUNTY AND THE GREATER BAY AREA PUBLIC

SAFETY AGENCY. >> THE SECOND SAFE CITY STRATEGY IS FOCUSED ON

OPERATIONAL EFFECTIVENESS TO ADVANCE THE EFFECTIVENESS OF PUBLIC SAFETY OPERATIONS THROUGH DATA AND INTEGRATED

TECHNOLOGY. WE HAVE BROADENED THE USE OF DATA AND DATA ANALYTICS

ALLOWING OUR STAFF TO MAKE INFORMED DECISION. WE UTILIZE DIGITAL PLATFORM

SOLUTIONS TO IMPROVE PUBLIC SAFETY AND EMERGENCY RESPONSE IN OUR COMMUNITY. THE THIRD SAFE CITY STRATEGY IS

DISASTER READINESS AND RESILIENCE. IT IS FOCUSED ON IMPLEMENTING INFORMATION AND COMMUNICATION SOLUTIONS THAT ENHANCE THE

CITY’S RESPONSE AND RECOVERY IN A DISASTER SCENARIO, A NUMBER

OF THE PROJECTS WE WILL HIGHLIGHT FOR YOU TODAY WERE MULTI DEPARTMENT PARTNERSHIPS BETWEEN A POLICE FIRE AND EMERGENCY MANAGEMENT BUT ALSO

INCLUDE PROJECTS WITH THE DEPARTMENT OF TRANSPORTATION, PUBLIC WORKS AND INFORMATION

TECHNOLOGY. OVER THE PAST FIVE YEARS THE SAFE CITY STRATEGY VISION HAS

MATURED WITH A CONCERTED EFFORT IN PLANNING AND ACTION THE RESULTING IMPACTFUL PROJECTS TO

ENSURE PUBLIC SAFETY PERSONNEL HAVE EFFECTIVE RESILIENT TOOLS TO SUPPORT OUR COMMUNITY AND

THEIR TIME OF NEED. >> A FEW OF IMPACTFUL PROJECTS AND TOOLS INCLUDE PERSONNEL

WHICH IS A NATIONWIDE WIRELESS BROADBAND NETWORK IS DEDICATED TO FIRST RESPONDERS COMMONLY USED BY THE POLICE AND FIRE

DEPARTMENTS FOR THE POLICE DEPARTMENT. WE ANTICIPATE THIS WEEKEND CINCO DE MAYO TO BE BUSY TO

ENSURE OUR SYSTEMS WILL BE ABLE TO HANDLE THE HEAVY BROADBAND

USE TODAY WE WILL UPLIFT THE POLICE DEPARTMENT TWO THOUSAND FIRST SET DEVICES, CELL PHONES AND MODEMS TO ENABLE THE

PRIORITY AND PREEMPTION ON THE DEDICATED PUBLIC SAFETY NETWORK. ANOTHER PROJECT THAT WE ARE WORKING ON THE CENTRAL

EMERGENCY VEHICLE PREEMPTION WHICH KNOW WILL PRESENT IN A FEW MOMENTS. ADDITIONALLY IS THE EVIDENCE

COLLECTION WITH AXUM CAPTURE IN AUGUST OF TWENTY TWENTY THE POLICE DEPARTMENT TRANSITION TO COLLECTING EVIDENCE IN THE

FIELD USING OUR CAPTURE AFTER CAPTURE IS AN APP ON THE POLICE OFFICERS, OUR COMMUNITY SERVICE OFFICERS AND OUR ARSON

INVESTIGATORS CITY ISSUED FOR CELL PHONE. IT ALLOWS THEM TO DIRECTLY UPLOAD PICTURES AND VIDEO EVIDENCE TO THE DEPARTMENT’S

EVIDENCE STORAGE. >> ONE IMPORTANT FEATURE CAPTURE ALLOWS OFFICERS CATHODES OUR INVESTIGATORS TO

SEND AN EMAIL OR TEXT MESSAGE LINK TO OUR IMPACTED COMMUNITY MEMBER ALLOWING THE RESIDENT TO EASY EASILY UPLOAD THEIR VIDEO

AND OR PICTURE EVIDENCE TO THE DEPARTMENT. >> IT IS A MODERN EVIDENCE

COLLECTION TOOL THAT IS EASY FOR COMMUNITY MEMBERS TO USE AND INCREASES STAFF TIME IN THE FIELD.

THE POLICE AND FIRE DEPARTMENT BUSINESS INTELLIGENCE ANALYTIC TOOL WHICH I LOOK FORWARD TO PRESENTING THE POLICE DEPARTMENT’S EFFORTS IN THIS

SPACE TEXT TO NINE ONE ONE HAS ACTUALLY BEEN IN PLACE FOR OVER TWO YEARS. THE POLICE AND FIRE DEPARTMENTS

COMMUNICATION CENTERS HANDLE APPROXIMATELY ONE THOUSAND SEVEN HUNDRED AND TWENTY TWO TEXT TO 911 ONE ANNUALLY WHICH

ROUGHLY AVERAGES ABOUT FOUR POINT SEVEN PER DAY AND ALSO OUR OTHER TOOL IS NEXT THE MASS

NOTIFICATION SYSTEM AND I’LL TURN IT OVER TO EMERGENCY MANAGEMENT DEPUTY DIRECTOR JAMES KEMMIS FOR THE

PRESENTATION. THANK YOU, JUDY. GOOD AFTERNOON. IT’S A PLEASURE TO BE HERE WITH

YOU TODAY. I WILL NOW PRESENT TWO TECHNOLOGY BASED TOOLS WITHIN EMERGENCY MANAGEMENT THAT HAVE BEEN SUCCESSFULLY UTILIZED OVER

THE PAST YEAR OR MASIMO SYSTEM AND OUR GEOSPATIAL DATA DASHBOARD’S IN TWENTY SEVENTEEN

SANTA CLARA COUNTY AND ITS ROLE AS THE OPERATIONAL AREA FUNDED THE ALERT SANTA CLARA COUNTY PUBLIC ALERT AND WARNING SYSTEM

ALSO KNOWN AS ALERT S.E.C. THE CITY OF SAN JOSE USES THIS SYSTEM TO SEND ALERTS AND

WARNINGS TO THE PUBLIC OVER THE PAST YEAR ALERT HESSY WAS USED TO SEND PUBLIC ALERTS AND

WARNINGS FOR VACCINATES AN EVENT, A GAS LEAK, A COMMERCIAL FIRE POLICE ACTION POTENTIAL

FLOOD WHILE FOUR OF THESE EVENTS ARE COMMON EMERGENCIES, VACCINATION EVENTS WERE INCLUDED HERE BASED ON LIFE SAFETY ACTIVITIES UNDER THE

EMERGENCY PROCLAMATION FOR COVID-19 USING THE INTEGRATED PUBLIC ALERT AND WARNING SYSTEM

CONCEPT OR IPODS MULTIPLE TOOLS WITHIN A SYSTEM WERE USED

INCLUDING THE FCC ITSELF NICKEL AND WIRELESS EMERGENCY ALERTS, SPECIFIC METHODS INCLUDE SMS

TEXT, VOICE MESSAGING AND

EMAILS OR A COMBINATION THEREOF TARGETING SPECIFIC GEOGRAPHIC AREAS THE TOOLS USED OR GENERALLY DETERMINED BY THE TYPE TIMING AND SCOPE OF EACH EMERGENCY THE MASS NOTIFICATION

SYSTEM IS AN ESSENTIAL TOOL USED IN KEEPING THE PUBLIC SAFE . AND WHILE THERE HAVE BEEN SOME

CONCERNS VOICED AROUND ITS USE, IT REMAINS ONE OF THE BEST TOOLS THAT WE HAVE IN COMMUNICATING TO THE PUBLIC

DURING EMERGENCIES ADDITIONAL TECHNOLOGY BASED TOOLS OR GEOSPATIAL INFORMATION SYSTEMS AND THEIR ASSOCIATED DATA

DASHBOARDS. IN SHORT, THESE TOOLS ENHANCE EMERGENCY MANAGEMENT

COORDINATION COMMUNICATION IN THE EMERGENCY OPERATIONS CENTER, THE VARIOUS DEPARTMENT OPERATION CENTERS AND IN THE

FIELD THE OFFICE OF EMERGENCY MANAGEMENT IN PARTNERSHIP WITH PUBLIC WORKS AND ITS GEOSPATIAL

INFORMATION SYSTEMS TEAM COLLABORATED ON DEVELOPMENT OF A VARIETY OF TOOLS TO IMPROVE THE MANAGEMENT OF DAMAGE ASSESSMENT DATA,

SHELTER MANAGEMENT DATA AND FLOOD OPERATIONS DATA. KUDOS TO MATT LEISZ AND HAUSCHKA AMONG OTHERS ON THEIR

TEAM USING ONE HUNDRED FIFTY THOUSAND DOLLARS IN FBI TWENTY ONE TWENTY TWO GRANT FUNDS FOR DATA GATHERING, APPLICATION

DEVELOPMENT AND INFRASTRUCTURE IMPROVEMENTS WAS A GREAT INVESTMENT EFFORTS TO BUILD DATABASES THAT SUPPORT THREATENED HAZARD MAPPING

RESOURCE AND INFRASTRUCTURE MAPPING AND VULNERABLE POPULATIONS MAPPING WERE WELL

RECEIVED. THE DASHBOARDS DEPICTED HERE ARE JUST A FEW OF THE PRODUCTS THAT ARE CURRENTLY IN USE BY

VARIOUS ELEMENTS OF THE CITY’S COMMUNITY ORGANIZATION TO MAINTAIN A HIGH LEVEL

OF SITUATIONAL AWARENESS WHILE RESPONDING TO EMERGENCIES AND DISASTERS. HAVING THESE TOOLS WILL ASSIST STAFF IN THE MANAGEMENT

OF RESOURCES. ULSTERMAN SEEK PUBLIC INFORMATION AND ENHANCE OVERALL

COORDINATION AND COMMUNICATION . LOOKING AHEAD, THESE ADDITIONAL TECHNOLOGY BASED EMERGENCY

MANAGEMENT TOOLS WILL HAVE A TREMENDOUS IMPACT ON THE CITY’S EMERGENCY MANAGEMENT PROGRAM AND OVERALL RESILIENCE.

THE CITY’S NEW EMERGENCY OPERATIONS CENTER INCLUDING ITS UPGRADED TECHNOLOGY AND THE ACQUISITION OF A MOBILE

OPERATION SATELLITE EMERGENCY

SYSTEM AS YOU ARE AWARE VOTER APPROVED FUNDING A MEASURE TO ENABLE THE CITY OF SAN JOS\ TO BUILD A NEW TECHNOLOGY BASED

EMERGENCY OPERATION CENTER CO-LOCATED WITH THE FIRE DEPARTMENT’S NEW FIRE TRAINING CENTER, THE NEW EMERGENCY

OPERATIONS CENTER WILL BE IDEALLY SITUATED TO FACILITATE AND DIRECT THE CITY’S EMERGENCY

MANAGEMENT ACTIVITIES AS AN ESSENTIAL BUILDING. THE NEW EMERGENCY OPERATION CENTERS CONSTRUCT WITH INCREASED SEISMIC PROTECTION,

REDUNDANT FIBER CONNECTIONS AND BACKUP POWER AMONG OTHER THINGS. THIS WILL ALLOW IT TO OPERATE NORMALLY THE STRUCTURE HAS BEEN

IMPACTED. IT’S ONE HUNDRED 50 FOOT RADIO COMMUNICATIONS TOWER PROVIDE

LINE OF SIGHT TO CRITICAL FACILITIES WITHIN THE CITY ENHANCING OPERATIONAL COMMUNICATIONS DURING EMERGENCIES AND DISASTERS.

AS OF TODAY CONSTRUCTION CLOSE TO THE FIFTY PERCENT MARK COMPLETION OF THE NUMERATI OPERATIONS CENTER IS SCHEDULED

FOR EARLY TWENTY TWENTY THREE. THE INFORMATION TECHNOLOGIES DEPARTMENT WILL BE THE FIRST TO RECEIVE THE KEYS AND BEGIN THE

INSTALLATION OF INFORMATION DATA AND COMMUNICATION SYSTEMS SHOULD BE NOTED THAT ONGOING SUPPLY CHAIN CHALLENGES MAY

IMPACT THE ANTICIPATED EVENT

DATE WHILE THE NUMERATI OPERATIONS CENTER WILL HAVE TREMENDOUS CURB APPEAL, THE TECHNOLOGY PLATFORMS HOUSED

INSIDE WILL PROVIDE ADDED VALUE TO THE CITY WOULD LIKE TO TAKE A MINUTE TO ACKNOWLEDGE THE

CONTRIBUTIONS MADE TO THIS PROJECT BY TWO OFFICE OF EMERGENCY MANAGEMENT

EMPLOYEES PLUS CHRIS AUDIT AND DANIEL TUCKER. THE SCHEMATICS YOU SEE HERE ON THE SCREEN WERE CREATED BY THEM

AND WERE CRITICAL TO THE DESIGN PROCESS. >> THEIR INDIVIDUAL KNOWLEDGE AND EXPERIENCE WERE

INSTRUMENTAL IN ENSURING THAT THE OVERALL INTEROPERABILITY AND REDUNDANCY GOALS FOR THE EMERGENCY OPERATIONS CENTER WERE MET.

I WOULD ALSO LIKE TO ACKNOWLEDGE THE FIRE DEPARTMENT ,PUBLIC WORKS DEPARTMENT AND THE INFORMATION TECHNOLOGIES

DEPARTMENT WITHOUT THE MULTI-YEAR COLLABORATIVE EFFORT OF THE DESIGN TEAM REALIZED THE DREAM OF A NUMERATI OPERATION

CENTER FOR THE CITY OF SAN JOSE WOULD NOT HAVE OCCURRED IN THE TIMEFRAME THAT IT HAS TO CONTINUE THE TECHNOLOGY BEING

INSTALLED IN THE NUMERATI OPERATIONS CENTER WILL PROVIDE A FACILITY THAT IS READY TO GO AT A MOMENT’S NOTICE WITH

OVER TWO DOZEN INTEROPERABLE COMMUNICATION SYSTEMS. REAL TIME COMMUNICATIONS DURING

EMERGENCIES AND DISASTERS WILL BE ENHANCED. THE TECHNOLOGICAL REDUNDANCY BUILT INTO THE EMERGENCY OPERATIONS CENTER WILL PROVE

ITS SURVIVABILITY AND IMPROVE THE CITY OF SAN JOSE’S OVERALL

DISASTER RESILIENCY IN ESSENCE ,THIS CAPACITY WILL ALLOW THE EMERGENCY OPERATIONS CENTER TO

BE AN ISLAND STORM. THE MOBILE OPERATION SATELLITE EMERGENCY SYSTEM OR MOSES

DEPICTED HERE ON THE SCREEN IS BEING PROVIDED TO THE CITY OF SAN JOSE AS PART OF THE STATEWIDE DEPLOYMENT PROJECT.

THE CITY OF SAN JOSE RECENTLY RECEIVED TWO POINT ONE EIGHT FIVE MILLION DOLLARS FROM THE CALIFORNIA OFFICE OF EMERGENCY

SERVICES FOR THE PURCHASE OF ONE MOSES’ PLATFORM. THE CONTRACTING PROCESS IS UNDERWAY AND THE ACQUISITION OF THE MOSES PLATFORM IS

SCHEDULED FOR THE END OF TWENTY TWENTY TWO OR EARLY TWENTY TWENTY THREE THE MOSES SATELLITE COMMUNICATIONS

PLATFORM CAN BE EASILY DEPLOYED TO REMOTE LOCATIONS TO BECOME A COMMUNICATIONS HUB FOR RESPONDING RESOURCES WITH A

SIGNAL RADIUS OF UP TO TWENTY MILES. THE ACQUISITION OF THIS PLATFORM FILLS A GAP THAT HAS

BEEN PLAGUING COMMUNITY ORGANIZATIONS THROUGHOUT THE STATE WHERE COMMUNICATIONS ARE HAMPERED BY TOPOGRAPHY.

>> THE MOST OBVIOUS APPLICATION OF THIS PLATFORM IS FOR WILDLAND FIRES, WHICH IS WHY

THE FIRE DEPARTMENT IS PRIMARY PARTNER WITH THE OFFICE OF EMERGENCY MANAGEMENT IN THIS ACQUISITION. TRAINING ON THE MOSES PLATFORM

WILL BEGIN IMMEDIATELY AFTER RECEIPT OF THE EQUIPMENT. THE ADDITION OF THIS TOOL WILL GREATLY ENHANCE THE CITY’S

RESILIENCE MOVING FORWARD. I THANK YOU AND WILL NOW PASS

THE PRESENTATION OVER TO A TREE TREATING DEPUTY DIRECTOR THE

BUREAU THAT IS WITH THE FIRE DEPARTMENT. SIGNIFICANT PROJECTS OF THE AIR HAVE PAVED THE WAY FOR

FURTHER TECHNOL TECHNOLOGICAL IMPROVEMENTS TO THE FIRE DEPARTMENT’S OPERATIONS AND SAFE CITY STRATEGIES THIS PAST FISCAL YEAR.

SOME NOTABLE RESULTS INCLUDE NEW SOFTWARE THAT HAS BEEN ADDED TO OUR EXISTING SYSTEMS TO ENHANCE OPERATIONAL

EFFECTIVENESS OF VENZA MAPS HAS BEEN IN USE SINCE MARCH OF TWENTY TWENTY TWO. THIS GEOGRAPHIC INFORMATION SYSTEMS TOOL PROVIDES FAST AND

EFFICIENT MOBILE SOLUTIONS FOR OFFLINE MAPS EQUIPPING FIRST RESPONDERS FOR NAVIGATING REMOTE AREAS WITH INTERNET

NETWORK AND SATELLITE CONNECTIONS. PERSONNEL CAN IMPORT SPECIALIZED CLASSIFIED AND

PROPRIETARY INFORMATION SUCH AS GE’EZ TRACKS AND SYMBOLS AND PHOTOS ALONG WITH FIELD CREWS

TO SHORE UP TO DATE MAP QUICKLY AS EMERGENCY SITUATIONS EVOLVE FOR BETTER RESPONSE RAPID

DEPLOY RADIO PLUS HAS BEEN IN USE IN THE FIRE DEPARTMENT SINCE FEBRUARY TWENTY TWENTY TWO AND WENT LIVE IN THE POLICE

DEPARTMENT IN JULY OF TWENTY TWENTY. THIS IS A CLOUD BASED MAPPING SOLUTION THAT IS UTILIZED IN

THE NINE ONE ONE COMMUNICATION CENTER AND PROVIDE ENHANCED ACCESS TO DETAILED LOCATION DATA FROM NINE ONE ONE CALLS

EMANATING FROM SUPPORTED WIRELESS DEVICES. AN OVERVIEW DISPLAY THE

LOCATION OF AN ACTIVE NINE ONE ONE CALL WITHIN THE CITY OF SAN JOSE ALSO PROVIDES ENHANCED SITUATIONAL AWARENESS.

DISPATCHERS CAN QUICKLY AND ACCURATELY DETERMINE A LOCATION AND TRACK CALLERS AND EMOTION

SIDE BY SIDE DISPLAY OF TRADITIONAL NINE OR MORE CALLER LOCATIONS AND SUPPLEMENTAL LOCATIONS RADIUS

MAPPING LOCATE CALLERS EVEN IN THE MOST REMOTE AREAS WHERE THERE IS NO ONE WHEN INFORMATION IS AVAILABLE BY

DIRECTLY INTEGRATING WITH MOBILE HANDSET LOCATION CAPABILITIES, SOCIAL NETWORK CONNECTIVITY WHICH ADDRESSES

COMMUNICATION AND OPERABILITY SAFETY STRATEGIES WERE INTRODUCED IN NOVEMBER OF TWENTY TWENTY ONE AND IS

FOLEY INSTALLED ON ALL FRONT LINE OPERATORS. >> THIS PROJECT EQUIPS THE FIRE

DEPARTMENT’S CURRENT INVENTORY OF APPARATUS WITH DUAL CELLULAR NETWORK ROUTERS WHICH SWITCHES BETWEEN VERIZON AND FIRST NET

CONNECTIVITY BASED ON NETWORK AVAILABILITY WITH FIRST NET AS THE PRIMARY NETWORK TO USE THE

PRIORITY AND PREEMPTION FEATURE DURING AN EMERGENCY CELLULAR NETWORK COVERAGE IS IMPACTED

AND CAN BE LIMITED. ROUTERS AND ANTENNAS WERE INSTALLED ON ALL FRONT LINE APPARATUS TO ENABLE GREATER

NETWORK COVERAGE AND SERVICE REDUNDANCY TO ACCESS CRITICAL INCIDENT INFORMATION FOR

EMERGENCY RESPONSE LOCALLY WITHIN SANTA CLARA COUNTY AND STATEWIDE FROM MUTUAL AID DEPLOYMENTS.

>> SOME KEY FEATURES OF THIS PROJECT INCLUDING DUAL SIM CARD THAT ENABLED RAPID DELIVERY

SOLUTIONS BETWEEN NETWORK PROVIDERS AT&T FACILITY, VERIZON TO MAINTAIN ACCESS TO

CRITICAL DATA AND TO NEEDED TO MAINTAIN COMMUNICATION DURING EMERGENCY EVENT AND ITS SIGNIFICANT AT LEAST STRONGER WIRELESS RELIABILITY TO SUPPORT

MULTIPLE DEVICES CONNECTED TO THE CELLULAR NETWORK SYSTEMS THAT ARE ALREADY IN PLACE IN THE FIRE DEPARTMENT INCLUDING MOBILE DATA COMPUTERS, CENTRAL

EMERGENCY VEHICLE PREEMPTION AND AUTOMATIC VEHICLE LOCATOR. NEXT ON THE HORIZON FOR THE

FIRE DEPARTMENT WE IN VARIOUS STAGES OF SIGNIFICANT PROJECTS THAT WILL FURTHER ENHANCE CITY STRATEGIES.

WE ARE IN THE PROCESS OF REPLACING OUR EXISTING INVENTORY OF MOBILE DATA

COMPUTERS OR MDC FOR ONE HUNDRED AND TWENTY FIVE APPARATUS AND OUR TARGETING FALL TWENTY TWENTY TWO FOR COMPLETION.

THE MDC IS AN ESSENTIAL PART OF A SECURE MOBILE NETWORK WHICH SUPPORTS THE BUREAU FIELD OPERATIONS AND IS SUPPORTED BY

FIRST NET DATA CONNECTIVITY ALLOWING FOR PRIORITY AND PROMOTION OF THE END USER.

>> THIS SERVES AS THE MAIN CHANNEL OF COMMUNICATION BETWEEN NINE ONE COMMUNICATIONS CENTER AND FIELD OPERATIONS

PROVIDING UP TO DATE LOCATION STATUS OF AN EMERGENCY INCIDENT AND COLLECTS DATA FROM THE

FIELD FIRST CONTACT RAPID DEPLOY. THIS IS A PORTABLE SATELLITE CAPABLE TOWER THAT ENHANCES INTEROPERABILI COMMUNICATION

BETWEEN FIRST RESPONDERS THROUGH LARGE SCALE EMERGENCY INCIDENCES. THIS IS A PROJECT THAT IS

COORDINATED BETWEEN THE FIRE AND POLICE DEPARTMENTS WITH FEDERAL GRANT FUNDS THROUGH URBAN AREA SECURITY INITIATIVE

GRANT PROGRAM AND THE POLICE DEPARTMENT WILL GO INTO FURTHER DETAIL ABOUT THIS PARTICULAR SECTION OF THE PRESENTATION.

THE NEXT SLIDE WILL PROVIDE MORE DETAILS ABOUT PROCESS AND DISPATCH AND FIRE INFORMATION

TECHNOLOGY CLOSEST UNIT DISPATCH IS INTENDED TO DISPATCH FIRE RESOURCES BASED

UPON APPARATUS PROXIMITY TO AN INCIDENT RATHER THAN FIRE STATION LOCATION AND FIRST AREA WITH THE DUAL NETWORK

CONNECTIVITY PROJECT IN PLACE AND AUTOMATIC VEHICLE LOCATION RELIABILITY INCREASED CLOSES

UNIT DISPATCH IS THE NEXT EFFORT TO ADJUST THE TRAVEL TIME SEGMENT OF THE FIRE DEPARTMENT’S RESPONSE TIME PERFORMANCE STANDARDS.

THIS PROJECT IS INCLUDED IN THE FIRE DEPARTMENT’S RESPONSE TIME WORK PLAN THAT IS PRESENTED ANNUALLY TO THE PUBLIC SAFETY,

FINANCE AND STRATEGIC STRATEGIC SUPPORT COMMITTEE IN THE FALL WE’RE IN THE EARLY STAGES OF BEFORE THIS PROJECT AND MEETING WITH OTHER FIRE

AGENCIES TO EVALUATE NEXT STEPS AND HAVE A TARGET FOR COMPLETION OF FALL TWENTY TWENTY THREE THE POLICE

DEPARTMENT HAS BEEN USING CLOSEST UNIT DISPATCH SINCE 2007 AND THE FIRE INFORMATION

TECHNOLOGY. THIS CREATES A MASTER PLAN THAT WILL SAFEGUARD AND IMPROVE THE EFFICIENCY AND EFFECTIVENESS OF THE FIRE DEPARTMENT

INFORMATION TECHNOLOGY SYSTEMS TO MEET THE NEEDS OF THE SAN JOSE CITIZENS PROVIDE REAL TIME CRITICAL INFORMATION TO

FIRST RESPONDERS DURING EMERGENCIES AND MAXIMIZE PERFORMANCE AND RFP WAS CONDUCTED AND AWARDED TO

GARTNER INC. IN DECEMBER TWENTY TWENTY ONE AND WE ANTICIPATE TO HAVE THIS COMPLETED BY FALL OF TWENTY TWENTY TWO. THE CURRENT STATE ASSESSMENT

OF FIRE IT IS UNDERWAY FOLLOWED BY A FUTURE STATE VISION THAT WILL INCLUDE EXPLORATION OF PUBLIC SAFETY TRENDS AND

BEST PRACTICES. ALTERNATIVA APPROACHES AND DEVELOPMENT OF A GOVERNANCE PLAN.

THE OUTCOME WILL BE A DEPARTMENT FIRE DEPARTMENT. EIGHTY FIVE YEAR STRATEGIC PLAN WITH A ROAD MAP AND

RECOMMENDATION THAT WILL IMPROVE PUBLIC SAFETY, SERVICE DELIVERY, BUSINESS OPERATIONS,

CUSTOMER SERVI COST EFFECTIVENESS STAFF PRODUCTIVITY, SUCCESSION

PLANNING AND I.T. PROJECT DECISION MAKING. NEXT YOU’LL HEAR FROM JUDITH TORRICO AND ANDY SMITH WITH THE

POLICE DEPARTMENT. THANK YOU TWO THREE GO AGAIN

DEPUTY DIRECTOR FOR THE POLICE DEPARTMENT BUREAU OF TECHNICAL SERVICES.

>> THE POLICE DEPARTMENT HAS COMPLETED SEVERAL SIGNIFICANT TECHNOLOGY PROJECTS OVER THE YEARS WHICH HAS IMPROVED

OPERATIONS AND THE PUBLIC AND THE POLICE DEPARTMENT SAFETY SAFE CITY STRATEGY THIS PAST YEAR. SOME NOTABLE RESULTS INCLUDE

NEW SOFTWARE IN HARDWARE WHICH HAS BEEN ADDED TO OUR EXISTING SYSTEMS TO ENHANCE OPERATIONAL

EFFECTIVENESS. THE POLICE AND FIRE DEPARTMENTS NINE ONE ONE COMMUNICATION CENTER COMPUTER AIDED DISPATCH

SOFTWARE AND HARDWARE PROJECT INCLUDING UPGRADING ALL OF THE SOFTWARE IT MADE SURE TO ENSURE

THAT THE NINE ONE CENTER AND LINE PERSONNEL IN THE FIELD HAVE A RESILIENT AND RELIABLE SYSTEM ALLOWING THEM TO SUPPORT

THE COMMUNITY. THE PATROL CAR MOBILE DATA COMPUTER REPLACEMENT PROJECT WAS COMPLETED IN JUNE OF TWENTY TWENTY ONE.

THE PATROL CAR MOBILE DATA COMPUTING EQUIPMENT. IT’S AN ESSENTIAL PART OF THE POLICE DEPARTMENT’S SECURE MOBILE NETWORK.

>> IT ALLOWS FIELD PATROL OFFICERS TO COMMUNICATE THROUGH A SECURE DEPARTMENT OF JUSTICE

COMPLIANT NETWORK TO OUR COMPUTER AIDED DISPATCH SYSTEM AND THE AUTOMATED FIELD

REPORTING OR RECORDS MANAGEMENT SYSTEM. THIS PROJECT INCLUDED REPLACING THE RUGGEDIZED LAPTOP COMPUTER,

THE LAPTOP DOCKING STATION, TRUNK MOUNTED ROUTERS, GPS AND

ROUTER ANTENNAS AND OVER FOUR HUNDRED AND FIFTY PATROL CARS. THE PROJECT REQUIRES SIGNIFICANT AMOUNT

OF COORDINATIO WITH THE ORDERING EQUIPMENT IMAGING COMPUTERS, INSTALLING SIM CARD

BUILDING INSTALL KIT COORDINATING, TAKING OUT TAKING CARS OUT OF SERVICE AND THEN

TAKING THEM DOWN TO THE SUBSTATION FOR INSTALL. >> THIS PROJECT WAS COMPLETED

DURING THE HEIGHT OF THE PANDEMIC AND WAS COMPLETED WITHIN NINE MONTHS. THE SUCCESS OF THIS PROJECT WAS

DUE TO OUR EXCEPTIONAL STAFF IN THE POLICE UNIT AND PUBLIC WORKS SUITE OUR BUSINESS

INTELLIGENCE TOOL THE NEW ANALYTIC PLATFORM I WILL GO OVER SHORTLY AND ONE COMPONENT OF THE COMMUNICATION

INTEROPERABILI STRATEGY INCLUDED REPLACING THE PATROL CAR MODEM WITH A NEW BAND FOR

TEAM OR FIRST CAPABLE MODEM PRIOR TO TWENTY TWENTY CRIME

REPORT AND OUR RESPONSE TIME REPORTS WERE MANUALLY COMPLETED BY CRIME ANALYSIS UNIT STAFF

AND WORK COMMUNICATIONS STAFF. THE MANUAL REPORTS WOULD TAKE DAYS TO WEEKS TO COMPLETE AS IS

A LABORIOUS PROCESS TO EXTRACT AND CLEAN THE DATA AND THEN TO MANUALLY COMPILE IT INTO

REPORTS AND GRAPHS. THE POLICE DEPARTMENT COMMAND STAFF WANTED A MODERN REAL TIME

PLATFORM TO BE ABLE TO EVALUATE THE DEPARTMENT KEY PERFORMANCE

INDICATORS AS IN RESPONSE TIMES AND OR CRIME METRICS.

WHAT IS POWER BY? >> SO LET’S TAKE A MOMENT AND DOVE IN MICROSOFT POWER BEI IS

A SOFTWARE ANALYTICS TOOL THAT BRIDGE THE GAP BETWEEN DATA AND DECISION MAKING. IT TURNS OUR DATA SILOS INTO

RICH, INSIGHTFUL VISUAL WITH CHARTS AND GRAPHS, MEASURES AND FILTERS AND DASHBOARDS AT THE

POLICE DEPARTMENT WE HAVE TO POWER BY ENVIRONMENT. OUR FIRST ENVIRONMENT WAS OPERATIONAL OVER A YEAR AND A

HALF AGO AND IT’S AN INTERNAL WORKSPACE AS IT CONTAINS

SENSITIVE INFORMATION IT HAS OVER TWENTY THREE DIFFERENT DASHBOARDS AN EXAMPLE OF ONE

OF OUR INTERNAL DASHBOARDS IS OUR COMPUTER AIDED DISPATCH RESPONSE REPORT. IT PROVIDES INSIGHT HOW LONG IS

IT TAKING FOR US TO GET TO RESPOND TO EMERGENCY CALL FROM THE TIME THE 911 CALLS TO THE

FIRST OFFICER ARRIVING ON SCENE WHICH DISTRICTS ARE BUSY? WHAT SHIFTS ARE THE BUSIEST?

WHAT TYPES OF CALLS ARE RESPONDING TO THE MOST ADDITIONAL REPORTS THAT ARE BEING LEVERAGED BY OUR COMMAND

STAFF INCLUDE OUR BUREAU FIELD OPERATIONS QUARTERLY DIVISION CRIME REPORTS, RECORDS MANAGEMENT, PROPERTY

INFORMATION TRAFFIC FATALITY GANG REPORT. OUR SECOND ENVIRONMENT IS OUR

PUBLIC SAFETY DASHBOARD AND I WILL GO INTO IT IN A MOMENT

POWERED BY SIMPLIFIES CREATING THE DASHBOARD FOR OUR DATA. BUT SOME OF THE REPORTS ARE

COMPLICATED AND AS YOU CAN SEE BEHIND THE SCENES ONE OF OUR REPORTS IT REQUIRED STAFF TO

PERFORM ADVANCED SOFTWARE PROGRAMING FOR CUSTOMIZATION AND CHANGES.

BUT FORMAL REPORTS WHICH TOOK WEEKS TO COMPLETE CAN NOW BE

UPDATED WITHIN FIFTEEN MINUTES IN MARCH OF TWENTY TWENTY TWO THE POLICE DEPARTMENT LAUNCHED

THE CONSOLIDATED WEB PAGE OF DASHBOARD’S USING MICROSOFT POWERED BY PROVIDER COMMUNITY

MEMBERS A ONE STOP SHOP TO REVIEW IMPORTANT STATISTICAL DATA. THE INTERACTIVE DASHBOARD SHOW

INSIGHTFUL TRENDS AND ALLOW THE VIEWER TO ANALYZE NEAR REAL TIME DATA THE POLICE DATA SPECIFIC DASHBOARDS INCLUDE A

DYNAMIC POLICE RESPONSE TIME TWENTY TWO YEARS OF FBI UNIFORM

CRIME REPORTING AND NINE YEARS OF REPORTED FBI HATE CRIME. >> THE DASHBOARDS WERE

CONSTRUCTED IN A MANNER THAT WILL FACILITATE THE EASE OF USE.

WE HAVE INCLUDED A PAGE DEDIU CREATED TO ANSWER FREQUENTLY ASKED QUESTIONS TERMINOLOGY, METHODOLOGY AND THE INTRICACIES

OF THE DATA. >> THIS TOOL ALSO EMPHASIZES THE DEPARTMENT’S COMMITMENT TO TRANSPARENCY IN EVERYTHING THAT

WE DO.

THE FIRST REPORT I’D LIKE TO SHARE WITH YOU THE POLICE DEPARTMENT’S RESPONSE TIME TO PRIORITY ONE AND PRIORITY TO CALLS FOR SERVICE A PRIORITY ONE CALL IS OUR HIGHEST PRIORITY. THIS TYPE OF CALL IS WHERE THERE’S PRESENT OR IMMINENT

DANGER TO LIFE OR MAJOR DAMAGE OR LOSS OF PROPERTY. AN EXAMPLE WOULD BE A SHOOTING OR MAYBE A PERSON WITH A WEAPON

IN 2007 THE POLICE DEPARTMENT IMPLEMENTED CLOSE UNIT DISPATCH FOR PRIORITY CALL. IT WAS TO IMPROVE OUR RESPONSE

TIME THAT IS WHEN THE CALL IS GENERATED THE CARD SYSTEM SEARCHES ALL OF THE OFFICERS LOCATIONS WITHIN THE CITY AND

RECOMMENDS THE CLOSEST TO UNIT FROM THE 911 TO THE OFFICER ARRIVING ON THE SCENE.

OUR TARGET IS TO GET THERE WITHIN SIX MINUTES. SEVENTY PERCENT OF THE TIME THE PRIORITY GAGES DISPLAY THE

DEPARTMENT’S RESPONSE TIME WITHIN THE LAST TWENTY FOUR HOURS, SEVEN DAYS AND THIRTY

DAYS AND THE NUMBER OF CALLS WE RECEIVED FOR THE PARTY TO CALL

THAT IS WHERE THERE’S AN INJURY OR A SUSPECT THAT’S STILL IN THE AREA. AN EXAMPLE WOULD BE AN INJURY ACCIDENT OR A FIGHT.

HISTORICALLY THESE TYPES OF CALLS ARE HANDLED WITHIN A CERTAIN POLICE DISTRICT IN

TWENTY EIGHTEEN THE DEPARTMENT MODIFIED THE THE POLICY TO IMPROVE RESPONSE TIME. THE POLICY WIDENS THE

GEOGRAPHIC RECOMMENDATION NOT ONLY TO THE DISTRICT BUT TO THE

ADJOINING ONE AS WELL. SINCE 2011 COMMUNITY MEMBERS CAN ACCESS THE POLICE

DEPARTMENT’S HOMEPAGE S GPG OR TO REVIEW MONTHLY OR ANNUAL CRIME DATA. IT’S A TRADITIONAL TABLE WITH COUNT AND COMPARISONS FROM

PREVIOUS YEARS BUT NO VISUAL ZATION. THE POWER BY FBI UNIFORM CRIME REPORTING DASHBOARD ALLOWS OUR

COMMUNITY MEMBERS TO UTILIZE A MODERN TOOL TO EXPLORE THE DATA

AND RICH VISUALIZATION JUST LIKE THE TRADITIONAL TABLE DEPARTMENTS STAFF UPDATE THE

POWER BY STAFF ON A MONTHLY BASIS. >> THEY’RE MEMBERS OF THE COMMUNITY THAT WOULD LIKE TO

SPECIFICALLY LOOK AT CRIME IN THEIR NEIGHBORHOOD. THEY CAN LEVERAGE OUR CRIME MAPPING DOT COM POLLUTION AND

OR EXPLORE THE TAG CALLS FOR SERVICE DATA ON THE OPEN DATA

PORTAL. OUR LAST DASHBOARD IS THE HATE CRIME INCIDENT REPORT.

WE PROVIDE OUR COMMUNITY MEMBERS THE ABILITY TO ANALYZE THE LAST NINE YEARS OF HATE

CRIME INCIDENTS REPORTED TO THE DEPARTMENT. >> THE DEPARTMENT CONTINUES TO REVIEW OUR CRIME STATISTICS AND

DEVELOP NEW PROGRAMS TO REACH AND SUPPORT OUR COMMUNITY MEMBERS. JUST LAST MONTH THE DEPARTMENT

LAUNCHED THE APP AND OFFICER CAMPAIGN TO DIRECTLY CONNECT WITH OUR COMMUNITY MEMBERS AND TO SPEAK WITH THEM IN OUR IN

THEIR LANGUAGE. THE DASHBOARDS ARE AN AMAZING WORK OF CRIME ANALYSIS AND DEVELOPMENT TEAM.

THEY HAVE BEEN INCREDIBLY INSIGHTFUL AND POWERFUL TOOLS

FOR THE DEPARTMENT. I WOULD LIKE TO TAKE A MOMENT TO CELEBRATE OUR SUCCESS AND

OUR EXCEPTIONAL PEOPLE. >> EARLIER I SPOKE OF THE NORMAL ONES THAT ARE COMPUTER

AIDED DISPATCH UPGRADE PROJECT. IT WAS A YEAR AND A HALF LONG PROJECT. THE TEAM YOU SEE BEFORE YOU

CONSISTS OF FORTY TWO MEMBERS OF THE POLICE DEPARTMENT AND FIRE DEPARTMENT COMMUNICATION IN I.T. DIVISION WHO WORKED

DILIGENTLY TO ENSURE A SMOOTH TRANSITION IN FEBRUARY WE ONLY HAD AN HOUR AND A HALF

OF DOWNTIME AS A PROJECT TEAM TRANSITIONED LINE PERSONNEL TO THE NEW PLATFORM. THIS INCLUDED TWENTY THREE NEW

SERVERS ONE HUNDRED AND TWENTY EIGHT DESKTOP COMPUTERS SIX HUNDRED AND TWENTY FIVE PATROL CARS AND FIRE APPARATUS, MOBILE

DATA COMPUTERS NEXT SLIDE PLEASE. THE POLICE DEPARTMENT DIRECTION FORWARD INCLUDES A NEW MODERN

ELECTRONIC CITATION SOLUTION OFFICERS WILL UTILIZE THEIR PERSONAL CELL PHONE TO ISSUE CITATIONS. >> THE PLATFORM WILL IMPROVE

EFFICIENCY AND ACCURACY. >> SILICON VALLEY REGIONAL COMMUNICATIONS THE CRITICAL SUPPORT AND MAINTENANCE OF THIS

INFRASTRUCTURE FOR PUBLIC SAFETY ARE RADIO REPLACEMENT

PROJECTS WHICH WILL REPLACE THE HAND-HELD AND PORTABLE CAR RADIOS. AND LASTLY THE FIRST NET

COMPACT COMPACT RAPID DEPLOY. I WILL TURN IT OVER TO THE POLICE DEPARTMENT INTEROPERABILI COMMUNICATIONS

MANAGER AND BUSINESS. >> THANK.

I AM HOPING EVERYBODY CAN HEAR ME ONE THING THAT WE WANTED TO TALK ABOUT IS ALSO THE FIRST

THAT DEPLOYABLE ASSETS WHICH WE ACTUALLY HAVE ON SITE RIGHT NOW AT THE COMMAND POST FOR CINCO

DE MAYO PROVIDES 70 TO DEPLOYABLE ASSETS THROUGHOUT THE COUNTRY. THEY HAVE A SEVEN OUR RESPONSE

TIME REQUIREMENT THEY COME IN VERY MANY DIFFERENT SHAPES AND FORMS INCLUDING THE TRAILER

PULLED FORM UP IN THE UPPER LEFT HAND CORNER WHICH IS WHAT WE HAVE RIGHT NOW AT THE CURRENT COMMAND POST.

THEY ALSO HAVE AN UNMANNED AERIAL VEHICLE IN THE LOWER CORNER THAT CAN PROVIDE OVER AN

EIGHT MILE RADIUS OF COVERAGE AND THEY ALSO HAVE WHAT THEY CALL THE CALL THE SATELLITE CELLULAR ON WHITE TRUCK WHICH

IS IN THE RIGHT HAND CORNER. THERE’S ALSO A BLIMP WHICH I THINK TAKES A HURRICANE TO GET

BUT I’VE BEEN ASKING FOR IT AND HAVE YET TO HAVE YET TO BE TO SEE IT IN ACTION.

SO FIRST MET BY CONTRACT DOES HAVE RESPONSE REQUIREMENTS TO

FILL IN FOR AT&T OUTAGES AND OR IN RURAL AREAS WHERE THERE IS NO COVERAGE NEXT FLIGHT. ATHENA, IF YOU’RE STILL RUNNING

IT OK, SO IS WHAT WE’VE ALSO FOUND IS THAT NOW AVAILABLE TO JURISDICTIONS IS THE CAN

CONTACT RAPID DEPLOYABLE WE HAVE PUT IN FOR ONE FOR THE

POLICE DEPARTMENT, FIVE FOR THE FIRE DEPARTMENT AND THEY HAVE A PROPRIETARY RADIO ON IT.

THE ONLY THESE DEPLOYABLE CAN HAVE TO ACCESS THE PERSON THAT

NETWORK THEY CAN COME IN AND THEY CAN THEY CAN JOIN THE NETWORK VIA SATELLITE THE HARD CONNECTION OR EVEN THE NATURAL

OR CELESTIAL CELLULAR CONNECTIVITY. RIGHT NOW THE RADIO FROM ONE

OF THESE DEVICES IS ALSO IN PLAY AT THE COMMAND POST FOR CINCO DE MAYO. SO THERE’S A LOT OF NEW THINGS

ON THE HORIZON. THIS WILL THIS WILL PROVIDE US THE ABILITY TO BRIDGE THAT SEVEN HOUR GAP TO PROVIDE

CELLULAR COVERAGE AND A ONE MILE RADIUS THAT WE CAN DEPLOY OURSELVES TECHNICALLY WITH ONE

ONE PERSON WITH A REGULAR TRAILER AND IT CAN BE DEPLOYED WITHIN 15 TO 20 MINUTES UPON

ARRIVAL TO SCENE. >> SO WITH THAT THIS CONCLUDES MY PORTION AND NOW WE’RE TWO

QUESTIONS AND FEEDBACK FOR ANYBODY FROM THE COUNCIL OR COMMITTEE MEMBERS.

I WILL TURN IT BACK OVER TO SOMEBODY WITH A HIGHER PAY GRADE IN THE REPORT. >> WOW.

I DON’T KNOW ABOUT THAT BUT THANKS. I’M ALSO INTERESTED IN SEEING

THAT BLIMP AND ROB, YOU WERE NOT JOKING. >> THAT WAS A VERY FULL REPORT. LOT OF GREAT INITIATIVES. >> LOVE THE LOVE THE DASHBOARD. THANK YOU, JUDY.

ATHENA AND ANDY AND SORRY IF I MISSED ANY ONE. APPRECIATE ALL THE GREAT UPDATES.

LET’S GO OVER TO PUBLIC COMMENT . I’M NOT SEEING ANY HANDS SO WE’LL COME UP THERE WE GO .

>> OK, NO ENDING AND SINCE WE HAVE THE TIMER UP WE WILL GO WITH THREE FIVE TO ZERO.

>> GO AHEAD. >> I WILL BE COMING HERE. THANKS FOR TAKING MAHAN.

I AM USING THE PHONE TODAY AND I PRODUCT AND SO THANKS THANKS

FOR NOTICING THIS WAS A VERY POWERFUL ITEM. THANK YOU VERY MUCH. THANK YOU FOR YOUR REPORT ON EMERGENCY PREPAREDNESS

PRACTICES. I’VE ALWAYS TRIED TO OFFER HOW IMPRESSED I AM THAT SPINOZA’S HAVE GONE ABOVE AND BEYOND HOW

DENSE, YOU KNOW, EMERGENCY PREPAREDNESS TO THE COMMUNITY THEY’VE SOMETHING REALLY AWESOME WITH IT.

I THINK NO OTHER CITY IN THE BAY AREA HAS DONE TO THEIR LEVEL. THANK YOU. IT’S BEEN REALLY HELPFUL.

I HOPE THAT IN THE REPORTING OF EMERGENCY PREPAREDNESS THAT IS ALWAYS THAT, YOU KNOW, EMERGENCY SERVICES

COMMUNICATION THERE CAN BE WAYS TO DEVELOP IT NOT ONLY WITH THE NEW FAVORITE PROGRAM BUT IN

WAYS THAT THE EVERYDAY PUBLIC CAN ALSO HAVE OPEN LINES

OF EMERGENCY COMMUNICATION AT TIMES OF EMERGENCY TO WORK ON THAT REALLY BE CLEAR ON THAT .

THAT’S AN IMPORTANT GOAL THAT I HOPE WE CAN TALK ABOUT HERE MORE OFTEN.

OH, ANOTHER FACTOR IS THAT AND HOW WE’RE GOING TO BE CONSIDERING FUNDING FOR THE FUTURE EMERGENCY PLANNING FOR NEXT YEAR.

IT’S NOT ALL ABOUT THE POLICE. THERE’S FIRE ISSUES. THERE’S A SERIOUS HEALTH AND

HUMAN SERVICES COMPONENT TO THAT I THINK WALKED IN THE IDEAS OF FREE INCREDIBLY WELL

THAT YOU KNOW, IT’S A COMMUNITY EFFORT THAT WE CAN DO THIS WITHOUT SO MUCH POLICE THAT ALL

THE OTHER FACTORS INVOLVED ABOUT THE POLICE REPORTING ON

ATKESON DASHBOARD’S BEING A THANK YOU AGAIN THAT AS A CITY WE’RE REALLY WORKING TOWARDS BODY CAMERA FOOTAGE ITSELF I

THINK COULD BE JUST A BIT MORE ACCESSIBLE TO ACTUAL VICTIMS OF CRIME. WE’RE TRYING TO FIGURE OUT WAYS

WE CAN DO THAT HERE AT THE LOCAL LEVEL IT CAN PRESENT GOOD EXAMPLES TO THE BAY AREA. GOOD LUCK IN THOSE CONTINUED

GOOD EFFORTS HOW TO KEEP YOUR BODY CAMERA FOOTAGE CAN’T BE MADE AVAILABLE TO THE PUBLIC WHEN NEEDED AND IF I DON’T KNOW

HOW MUCH TIME YOU HAVE LEFT TO TRY TO QUICKLY CONCLUDE THE ITEM THAT JUST TAKES US TO THE END. THANK YOU SO MUCH.

ALL RIGHT. WE’RE GOING TO COME BACK TO THE PANEL, BACK TO THE COMMITTEE

AND SEE WHAT DISCUSSION WE HAVE AROUND THE SAFE CITY STRATEGY STATUS REPORT TO MY COLLEAGUES

HAVE QUESTIONS I HAVE AND I’LL MAKE THE MOTION AND I’LL ALSO SAY I WAS A VERY THOROUGH PRESENTATION.

>> ANY QUESTIONS I MIGHT HAVE HAD WERE ANSWERED. SO THANK YOU FOR BEING SO

THOROUGH AND SO MOVED AGAIN. >> RIGHT.

THANKS VICE MAYOR MAYOR, I REALLY APPRECIATE ALL THE HARD WORK AND I WANT TO SAY

PARTICULARLY THE FIRE DEPARTMENT I’VE REALLY SEEN

VERY EXPLICIT USE OF TECHNOLOGY AND DATA TOOLS TO REALLY DRIVE

PERFORMANCE AND IMPROVE RESPONSE AND I CAN REMEMBER SITTING DOWN WITH THE CHIEF WAY

BACK WHEN CHIEF ESPN CAME I THINK IT WAS MAYBE TWENTY SEVENTEEN OR SO WE WERE GRAPPLING WITH EMS RESPONSE

TIME ISSUES AND IT OBVIOUSLY IS A LIFE OR DEATH ISSUE FOR THOSE

PATIENTS THAT THE FIRE DEPARTMENT WOULD BE RESPONDING TO. IT ALSO WAS RELEVANT TO OUR ABILITY TO CONTINUE TO SECURE

FUNDING THROUGH THE COUNTY AND THE STATE AND AND THERE WAS AN

AWFUL LOT AT RISK BECAUSE WE KNEW IF THE FUNDING WENT AWAY THAT MEANT OUR OUR RESPONSE

WOULD CONTINUE TO DEGRADE AND I JUST SAW REALLY THE WHOLE DEPARTMENT LEANING IN IN A BIG WAY IN A VERY INTENTIONAL USE

FROM THE VERY TOP OF LOOKING AT METRIC OR ANY EMS RESPONSE TIME AND REALLY FOCUSING ON HOW WE COULD DRAMATICALLY REDUCE THAT RESPONSE TIME USING

DISPATCH THE DUAL I’M TRYING TO REMEMBER THAT THE EXACT TERM HOW HE WAS ABLE TO ABLE TO NOW

THIS IS SOMETHING I KNOW WE’VE BEEN WORKING ON FOR SEVERAL YEARS BUT BEING ABLE TO SWITCH BACK AND FORTH BETWEEN AT&T AND

VERIZON, SO FORTH TO BE ABLE TO HAVE CELLULAR CONNECTION CONNECTIVITY REGARDS WHERE WE WERE IN THE CITY THE FIRE

STATION ALERTING THE GUYS MAP ALL THE WORK THAT WAS BEING DONE IN EVERY STEP OF THE WAY

IT WAS HEY, WE THINK WE CAN TAKE ANOTHER 20 SECONDS OFF. THERE’S DIED THIS WAY OR THAT WAY.

>> I I APPRECIATE WHAT THE THE FIRE DEPARTMENT’S DONE BECAUSE IT WAS VERY FOCUSED, VERY INTENTIONAL.

THERE WAS A CLEAR GOAL AND THE BENEFITS WERE SO OBVIOUS. I APPRECIATE THAT THERE’S A LOT

OF IT THAT’S BEING DONE IN VARIOUS WAYS IN THE POLICE DEPARTMENT AROUND REPLACING DEVICES AT THE END OF LIFE, IMPROVING RESILIENCE FIRST AND SO FORTH.

INDIVIDUALIZATION DATA WHICH IS ALWAYS GOOD FOR TRANSPARENCY FOR THE PUBLIC. WHAT I HAVE NOT SEEN YET IN MANY YEARS THAT I’VE BEEN

WORKING WITH THE DEPARTMENT IS THE ACTUAL USE OF DATA AND TECHNOLOGY IN WAYS THAT REALLY DRIVES PERFORMANCE AND BY THAT

I MEAN I HAVE NOT YET SEEN REAL DEMONSTRATIONS OF HEY, HERE’S HOW WE’RE USING OUR DATA AND REALLY FOCUSING ON IMPROVING OUR RESPONSE TIME, IMPROVING

OUR CLEARANCE RATES BETTER DEPLOYING OFFICERS TO LOCATIONS WHERE WE KNOW LIKELY TO TURN

CRIME OR MAYBE EVEN AT SIMPLE TASKS LIKE HOW WE CAN IMPROVE PUBLIC RECORDS RESPONSES

BECAUSE WE KNOW THAT’S A HUGE BURDEN AND PAIN POINT FOR US BECAUSE IT’S SO LABOR INTENSIVE AND AND SO I GUESS I WANTED TO

SAY I THINK THERE’S MORE WE CAN DO AND PARTICULARLY ON THE POLICE SIDE I WOULD LIKE TO SEE

US REALLY DIGGING IN WITH THE USE OF DATA TECHNOLOGY AROUND THOSE VERY IMPORTANT I MEAN THE METRICS I KNOW ARE OBVIOUS.

I DON’T NEED TO TELL ANYBODY HOW WE’RE ABLE TO REDUCE CRIME CLEARANCE CRIME INVESTIGATIONS

AND IMPROVE RESPONSES AND I JUST THINK THAT THE FIRES PROVIDED A GREAT MODEL IN THIS

AREA. >> SO ANYWAY, I LOOK FORWARD TO

DIGGING IN MORE ON THIS AND JUST TO GIVE A SMALL EXAMPLE, YOU KNOW, JUST FROM MY CONVERSATIO FOLKS AT THE

DHS OFFICE REMEMBER THE DEA RECENTLY TELLING ME THAT THERE WAS A LINE PROSECUTOR HEY, YOU KNOW, WE HAD WITNESSES WHO REALLY WANTED TO PROVIDE

EVIDENCE TO THE POLICE DEPARTMENT ON THIS AND THEY DIDN’T KNOW HOW AND THERE’S NOWHERE ON THE WEBSITE WHERE THEY CAN JUST GO AND PROVIDE

VIDEO OR PHOTOS ON THIS PARTICULAR CRIME AND AND THE POLICE DEPARTMENTS APPROACH HAS BEEN WELL, YOU KNOW, OFFICERS

ARE GOING TELL A PARTICULAR INDIVIDUAL USUALLY COMPLAINING PARTY THE VICTIM HEY, IF YOU

HAVE A CRIME, IF YOU HAVE PHOTOS OR VIDEO TO SUBMIT, HERE’S HERE’S A LINK. ALL RIGHT. HERE SEND IT TO THIS LINK AND

THAT’S GREAT EXCEPT WHAT WE KNOW IS IS THAT THERE’S A WHOLE LOT OF OTHER WITNESSES MAYBE THEIR NEIGHBORS. >> MAYBE THERE ARE PEOPLE WHO

DON’T HAVE ANY CONTACT WITH THAT PARTICULAR DETECTIVE WHO’S INVESTIGATING THAT OFFICER AND

THEY DON’T HAVE THAT LINK AND THERE’S NO WAY FOR THEM TO PROVIDE THAT. >> SO I JUST FEEL LIKE THERE’S MORE THAT WE COULD DO

PARTICULARLY GIVEN WHERE WE ARE IN SILICON VALLEY AND AND I

WOULD LOVE TO BE ABLE TO DO A DEEPER DOVE ON THIS BECAUSE I KNOW OTHER DEPARTMENTS ARE DOING SO ANYWAY.

I LOOK FORWARD TO CONTINUE THIS CONVERSATION IN THE WEEKS AHEAD

. THANKS. I AGREE, JUDY.

MAYBE JUST TO BUILD ON THAT IS I SAW FROM YOUR CHART THE RESPONSE TIMES IS THERE A PARTICULAR OUTCOME THAT THE

DEPARTMENT’S MOST FOCUSED ON OPTIMIZING FOR WITH ALL THE DATA ANALYTICS WORK THAT YOU

GUYS ARE DOING AND THEY ARE LOOKING VERY CLOSELY AT THE RESPONSE TIMES THE COMMAND STAFF HAVE THE ABILITY TO LOOK AT IT DAILY AND THEY’RE

MONITORING HOW WE’RE HOW WE’RE GETTING THERE AS QUICKLY AS WE CAN. SO WHEN THE NUMBER ONE CALL COMES THEN THERE’S NINETY

SECONDS FOR THAT DISPATCHER, THE CALL TAKER TO GET THE APPROPRIATE INFORMATION AND THEN THERE’S ANOTHER 30 SECONDS FOR THE RADIO DISPATCHER TO

DISPATCH IT OUT IN ANOTHER EXCUSE ME FOUR MINUTES FOR AN OFFICER TO DRIVE AND GET THERE WITHIN THAT SIX MINUTE

THRESHOLD. SO WE DO LOOK AT THOSE METRICS QUITE FREQUENTLY AND THE CHIEF

HAS ALSO STATED FOR HIS CAPTAINS AS WELL TO BE LOOKING AT THOSE METRICS AND LOOKING

AHEAD AT THE CRIME METRICS AS WELL ON A DAILY BASIS. >> THE DATA WE HAVE THOSE

SEGMENTS ARE THOSE BROKEN OUT AND TRACKED ON A RECALL BASIS AND A DASHBOARD THAT YOU’RE ABLE TO USE THOSE SOUND LIKE

THE RIGHT OR THOSE SOUND LIKE REASONABLE BENCHMARKS OR TARGETS TO HIT.

>> BUT ARE WE TRACKING THAT OUR RECALL BASIS AND ABLE TO ANALYZE WHERE THE BOTTLENECKS MAY BE? >> YES, WE ACTUALLY ARE ON OUR

INTERNAL DASHBOARD. WE HAVE A SPECIFIC CASE DATA THAT TELLS US THIS CALL AND THE

CASE NUMBER AND BREAKS IT DOWN ON EVERY SINGLE METRIC. SO THAT WAY THEY CAN LOOK AT IT FROM OUR COMMUNICATIONS MANAGER

TO SEE IF THERE WERE CALLS THAT WE’RE SPENDING WAY TOO LONG OR IF THERE WERE OTHER OTHER CALLS THAT WE’RE WORKING. SO SOMETIMES IF WE HAVE

HOMICIDE OR AN OFFICER INVOLVED SHOOTING OR SOMETHING ALONG THOSE LINES, IT’S GOING TO TAKE US LONGER TO GET FROM ONE CALL

TO THE NEXT THAT WE DON’T HAVE THE CLOSEST UNITS IN THAT AREA. >> RIGHT, RIGHT.

WELL, I USE JUST TO BUILD ON WHERE THE MAYOR WAS GOING WITH THAT. I THINK IT WOULD BE REALLY INTERESTING WHEN WE COME BACK

AROUND TO JUST KIND OF UPDATE OF THIS CONVERSATION NEXT TIME BE REALLY INTERESTING TO SEE WHAT INSIGHTS WE’VE DERIVED

FROM THE DATA WHERE AND I REMEMBER GOING THROUGH THIS LAST YEAR WITH THE WITH THE FIRE CHIEF AROUND THE SAME SORT

OF BREAKDOWN OF EACH STEP THE PROCESS AND BEING ABLE TO UNDERSTAND OK, WELL THIS ONE’S A LITTLE HIGH AT THESE STATIONS

AND HERE’S HERE’S WHAT’S DRIVING UP THE NUMBERS. SO HERE’S WHAT WE’RE GOING TO DO WITH THESE FIVE STATIONS

THAT ARE THE OUTLIERS. AND SO JUST BEING ABLE TO UNDERSTAND WHAT ARE THE INSIGHTS THAT ARE THAT ARE ACTIONABLE I GUESS IS WHERE IT

IS PERSONALLY I WOULD FIND IT REALLY INTERESTING AND IMPORTANT TO UNDERSTAND HOW WE’RE HOW WE’RE USING DATA TO

KIND OF ENABLE PERFORMANCE IMPROVEMENTS BECAUSE I THINK WE AT LEAST AT LEAST I HAVEN’T HAD THAT SORT OF LEVEL OF DETAIL ON

THE POLICING SIDE OF THINGS. BUT I DO I DO AGREE WITH THE MAYOR THAT’S KIND OF DIRECTIONAL SURE WE ALL

WANT TO GO I HAD ONE OTHER SINCE I’M ALREADY ASKING QUESTIONS, MAYBE I’LL SWITCH IT UP AND GO OVER TO JAY.

I HAD ONE OTHER QUESTION ON AND THANK YOU, JUDY ON THE ON THE ALERT SYSTEM, CAN YOU TELL US

BOTH HOW GEOGRAPHY TARGETED YOU CAN BE AND HOW WE THINK ABOUT CLOSING THE LOOP AND THE REASON I ASK IS WE HAD THE ALERT FOR

THE HOME DEPOT FIRE THAT WENT TO ME AND MANY OF MY NEIGHBORS

AND I HAD QUITE A FEW COMPLAINTS A FEW DAYS LATER THAT PEOPLE HAD BEEN TOLD TO SHELTER IN PLACE. THEY NEVER KNEW WHAT HAPPENED AND THEY WEREN’T CLEAR ON WHEN THEY SHOULD STOP SHELTERING OR WHAT THE OUTCOME WAS.

AND I’M JUST CURIOUS, ONE, HOW MANY PEOPLE MIGHT HAVE AFFECTED HOW NARROW CAN WE BROADCAST THAT AND THEN HOW DO WE WHAT ARE OUR STANDARDS OR PROTOCOLS

AROUND LOOP CLOSE. >> ALL RIGHT. THANK YOU VERY MUCH CHAIR. I’D BE HAPPY TO TALK ABOUT THAT.

LET ME SHARE A GRAPHIC WITH YOU THAT WILL HELP US UNDERSTAND.

OK, CAN YOU SEE THIS? >> NOT YET. ALL RIGHT.

OK, CAN YOU SEE THIS? YES. OK, SO THERE’S A COUPLE OF THINGS TO NOTE HERE IN THE

PLATFORM FOUR ALERT SDC AND ACTUALLY THE VENDOR IS EVERY BRIDGE AND IT BRINGS TOGETHER A

LOT OF DIFFERENT TOOLS AND CAPACITY TO DO DIFFERENT THINGS. WHAT YOU SEE IN THE UPPER LEFT

HAND CORNER IS THE ACTUAL POLYGON THAT WAS CREATED TO UTILIZE WHITE PAGE INFORMATION

AND SPECIF ALERT S.E.C INFORMATION THAT’S BEEN PROVIDED BY RESIDENTS TO

CONTACT THEM AND PROVIDE INFORMATION AND SO THAT’S ONE OF THE FORMS THAT THAT’S

ACTUALLY OUR PREFERRED METHOD TO KEEP IT TO A TIGHT BLUEPRINT

,A FOOTPRINT SO THAT WE JUST MESSAGE THOSE INDIVIDUALS WHO

ARE MOST AT RISK IN THIS CASE WE WERE TALKING ABOUT A PLUME AND PLUMES OF COURSE ARE DRIVEN

BY WIND IN THE DIRECTION THAT THEY’RE GOING. WE GET OUR DIRECTIONS FROM THE INCIDENT COMMANDER IN THE FIELD

WHO SAYS THIS IS WHERE IT’S GOING AND WHAT WE NEED TO TARGET. AND SO THE PROTOCOL THE SHORT

OF THE LONG OF IT IS THE PROTOCOL IS TO FOLLOW THE DIRECTION OF WHAT’S HAPPENING

IN THE FIELD AND APPLY THE THE APPROPRIATE TOOL TO MEET THE NEED. SOME OF THE TOOLS THAT WE HAVE

IN THE ALERT FCC PLATFORM ARE UNWIELDY AND WHAT I MEAN BY

THAT EAFE FOR EXAMPLE, EVERYBODY’S HEARD ABOUT THE EMERGENCY ALERT SYSTEM THAT IS A BEHEMOTH WHEN IT COMES TO

NOTIFICATION IT HITS EVERYBODY EVERYWHERE AT THE SAME TIME AND NORMALLY USED FOR CATASTROPHIC

OR NATIONAL EMERGENCY EVENTS. THE WEATHER SERVICE HAS A PORTION OF THAT THEY WILL SEND OUT INFORMATION BASED ON THEIR

SPECIFIC FRAMEWORK THAT THEY HAVE IN THEIR SYSTEM WEATHER ALERT AND IT DOESN’T

NECESSARILY MATCH ANYTHING THAT WE HAVE IS JUST TIED TO THAT THIS SYSTEM HERE THAT YOU SEE

IN THE UPPER LEFT HAND CORNER OF SPECIFICALL SOMETHING THAT WE CAN DRAW IT’S HEAVILY

DEPENDENT UPON THE INFORMATION THAT WE HAVE. SO YOU KNOW, YOU’VE HEARD IN

THE PAST WE PUSH ALL THE TIME FOR PEOPLE TO SIGN UP FOR ALERTS, PROVIDE THEIR

INFORMATION, THE PHONE NUMBER THEY WANT TO BE CONTACT ON THE EMAIL ADDRESS ALL OF THIS

BECAUSE THERE ARE LIMITATIONS TO WHAT WE CAN DO AN ESTIMATE STEPS DEPENDING ON THE ALERT. ONE HUNDRED AND TWENTY EIGHT

CHARACTERS, 140 CHARACTERS. SO WE ALWAYS LIKE TO HAVE THAT ADDITIONAL ABILITY NOW TO

SWITCH THAT TO THE NEXT LEVEL WHICH WAS BROUGHT UP IF IN THE LOWER RIGHT HAND CORNER IF IF YOU SEE THAT BLUE PRINT THERE

THAT IS THE ZIP CODE THAT WAS SOUTHWEST OF THE OF THE IMPACT AREA.

THE ONLY WAY TO UTILITES NIXON WHICH ACTUALLY HAS THE BIGGEST

NUMBER OF SUBSCRIBERS IS TO TO ACTUALLY SEND IT TO THAT ZIP CODE . >> SO WHAT YOU GET IS EVERYBODY

THAT FULL AND IF YOU NOTICE ARE NOT THE SAME. THEY’RE NOT THOSE BLUEPRINTS ARE NOT THE SAME BUT THAT’S THE

LIMITATION OF THE SYSTEM AND SO THE CHALLENGE WE ALWAYS HAVE AND WHAT I HAD IN MY PRESENTATIO IS TRYING TO

FIND THE RIGHT COMBINATION OF TOOLS THAT GETS THE BEST

IMPACT FOR THE TYPE OF EVENT THAT WE’RE TALKING ABOUT AND THEN APPLY THOSE TOOLS.

IT’S NOT A PERFECT SYSTEM AND A LOT OF IT HAS TO DO WITH THE LACK OF DATA WE WE CAN’T FORCE MEMBERS OF THE PUBLIC TO

PROVIDE THEIR INFORMATION. SO IT’S HAS LIMITATIONS. TO ANSWER YOUR QUESTION ABOUT

THE NOTIFICATION, I WAS ON DUTY THAT NIGHT AND I CAN TELL YOU

THAT AT THE 10:00 O’CLOCK HOUR WE WERE DEBATING WHETHER OR NOT TO WAKE PEOPLE UP TO SEND THEM

A NOTIFICATION IN THE LATE HOURS OF THE EVENING TO TELL THEM THAT THE SHELTER IN PLACE

WAS LIFTED AT THE SAME TIME THE FIRE DEPARTMENT WAS STILL ACTIVELY ENGAGED WITH THE FIRE

AND SO WE HADN’T GOTTEN THE ALL CLEAR UNTIL THE NEXT MORNING AND THAT’S WHEN THE LIFT WAS WAS SENT OUT.

SO THE LIFTING OF SHELTER IN PLACE OCCURRED WHEN THE FIRE DEPARTMENT THE INCIDENT COMMANDER HAD SAID EVERYTHING’S

GOOD TO GO . NO MORE SPOT FIRES, NO MORE PLUME AND CLOUDS, THAT KIND OF STUFF.

>> SO HOPEFULLY THAT ANSWERED MY QUESTION. YEAH, VERY DETAILED. OK, YEAH THAT HELPS YOU BETTER UNDERSTAND.

THANK I APPRECIATE THAT. THANKS TO COUNCILOR COHEN. I’M SORRY I SKIPPED THE LINE THERE. >> GO AHEAD.

YOU’RE A AND YOU DIDN’T GET THE LINE. I RAISED MAHAN AFTER YOU YOU’RE

OFF THE HOOK THE OTHER QUESTION I NOTICED IN THE REPORT A SECTION ABOUT PREDICTIVE

POLICING AND THE FACT THAT THERE WAS A PROJECT CALLED PREDICTIVE POLICING THAT’S BEEN CANCELED SOUNDS LIKE THE VENDOR

THAT WAS SELECTED WASN’T ABLE TO MEET THE OBJECTIVES AND THEN THERE WERE SOME OTHER PRIORITIES THAT TOOK PRECEDENT.

CAN YOU TALK ABOUT THAT A LITTLE BIT? WHAT WAS WHAT WAS THE OBJECTIVE WHAT WAS THE OBJECTIVE THOUGHT

TO BE? WHAT WERE THE CAPABILITIES THAT WERE MISSED AND THEN ARE WE PLANNING TO GET BACK TO THAT

AT SOME POINT? >> THANK YOU FOR THE QUESTION.

JUDY TRICOT AGAIN WITH PREDICTIVE POLICING THAT WAS IN OUR ORIGINAL TWENTY SIXTEEN PROJECT THAT WOULD GIVE OFFICERS THE TOOLS TO KNOW

WITHIN A TWO HOUR AREA TO BE IN THIS REGION AS IT WOULD PREDICT POSSIBLY CRIME WOULD BE IN THAT AREA. ONE OF THE SHORTFALLS OF THE

PROJECT AND FROM THE VENDOR WAS THAT THERE WAS NO WAY ON THE BACK END TO SEE IF WE WERE

ACTUALLY GOING INTO THAT BOX DURING THAT TIME FRAME THERE WAS NO METRICS TO BE HEY, WE

TOLD YOU TO GO INTO THIS CERTAIN AREA. DID WE EVER GO THERE SO UNFORTUNATELY IT WAS NOT A SOLUTION. THE CHIEF WANTED TO MOVE

FORWARD. IT WASN’T GOING TO BE EFFECTIVE FOR HIM TO SAY DO I NEED TO ENFORCE MORE PEOPLE TO BE IN

THIS AREA DURING THEIR DOWNTIME? WE WE WOULDN’T HAVE THAT INSIGHT.

>> SO ULTIMATELY OVER REVIEWING THE SOLUTION ITSELF, WE DID NOT THINK IT WAS THE PROPER PATH TO

MOVE FORWARD. SO THE CHIEF DETERMINED WE WERE

NO LONGER GOING TO PURSUE. OK, THANK YOU. I SUPPOSE IT’S SOMETHING WE CAN LOOK INTO AGAIN AT SOME POINT IN THE FUTURE AS TO WHETHER

THERE MIGHT BE SOME NEWER TECHNOLOGIES THERE OR ALGORITHMS AND THINGS OUT THERE

TO SEE IF IT COULD BE HELPFUL. AND YOU’RE RIGHT. I MEAN OBVIOUSLY IT’S USELESS IF WE’RE NOT GOING TO ACTUALLY MEASURE WHETHER IT’S WORKING OR NOT.

BUT I KNOW THERE’S SOME ISSUES WITH IT DUE ON CIVIL LIBERTIES FRONT.

SOME OTHER QUESTIONS ABOUT HOW IT’S HOW THE ALGORITHMS WORK. BUT TO ME THERE’S SOME POTENTIAL IN ARTIFICIAL

INTELLIGENCE AND BE ABLE TO BE PREDICTIVE. >> SO SOME OF US THINK ABOUT

THANKS COUNCILOR. I JUST APPRECIATE COUNCIL MEMBER RAISING THAT ISSUE BECAUSE THAT WAS ACTUALLY PART

OF A COUNCIL DIRECTION WAS TO EXPLORE THAT AND I DON’T THINK WE EVER HEARD BACK WHAT HAPPENED AND I APPRECIATE YOU TELLING ME , JUDY.

>> I KNOW THAT THIS WAS A PRIOR CHIEF BUT YOU KNOW, LITERALLY I

THINK WHAT YOU’RE HEARING AT LEAST FOR ME AND AND PERHAPS FROM A COUPLE IT’S NOT CLEAR TO

US HOW THE POLICE DEPARTMENTS USING DATA TO DRIVE BETTER DECISIONS AND I THAT’S

SOMETHING I’D LOVE TO SEE FROM THIS CHIEF I’D LOVE TO SEE FROM THIS DEPARTMENT. SO THIS IS I THINK A GOOD

CONVERSATION STARTER AND HOPEFULLY WE CAN CONTINUE THIS BECAUSE NOW PREDICTIVE POLICING I KNOW IS JUST ONE TOOL

SOFTWARE THAT OTHER DEPARTMENTS DO USE. YOU KNOW, WOULD HAVE BEEN

HELPFUL I THINK TO HAVE THAT CONVERSATION YEARS AGO WHEN YOU GAVE THE DIRECTION AND YOU

KNOW, I JUST FEEL AS THOUGH WE WE MAY BE LEAVING A LOT OF TECHNOLOGY AND A LOT OF DATA

ON THE TABLE ANYWAY. >> THANK YOU.

THANK YOU, MAYOR. OK, DON’T SEE ANY OTHER HANDS WHEN WE VOTE.

>> LICCARDO I CHOSE COHEN I MEHAN HI. >> THANK YOU. >> THANK YOU.

OK, WE’RE ON TO OUR THIRD AND FINAL ITEM WHICH IS THE SMALL CELL AND 5G UPDATE AND I

BELIEVE ABIE IS KICKING OFF. >> LET ME A COUPLE INTRODUCTORY COMMENTS.

OUR NEXT REPORT IS A STATUS UPDATE ON THE DEPLOYMENT OF 5G IN SAN JOSE INCLUDING SMALL CELL AND MACRO SITES.

WE’RE JOINED ALSO BY A SPECIAL DAVID WITKOWSKY FROM JOINT VENTURE SILICON VALLEY FOR THIS UPDATE. DAVID WILL SHARE INSIGHTS ON

THE CURRENT STATE OF 5G BUT TO START AND TO RIDE HERD ABBY SHOW THE CITY’S BROADBAND MANAGER.

THANK YOU, ROB. GOOD AFTERNOON. HONORABLE MAYOR, VICE MAYOR, CHAIRPERSON COMMITTEE MEMBERS

AND MEMBERS OF THE PUBLIC. I’M ABCL ASSISTANT TO THE CITY MANAGER IN THE OFFICE OF CIVIC INNOVATION.

>> I’M HAPPY TO BE HERE TODAY TO SHARE AN UPDATE ON SMALL CELL AND 5G AND TO SHARE THE STAGE WITH DAVID WITKOWSKY,

EXECUTIVE DIRECTOR OF JOINT VENTURE, A SILICON VALLEY’S CIVIC TECHNOLOGIES PROGRAM AND INDUSTRY EXPERT AND LEADER ON

WIRELESS AND TELECOMMUNICATION . TO START OFF I’LL WALK US THROUGH STATUS UPDATES ON

BROADBAND PERMITTING AND THE SMALL CELL DEPLOYMENTS AFTERWARDS DAVID WILL SHARE INSIGHTS ON THE CURRENT STATE

OF 5G AND WE WILL THEN OPEN THE DISCUSSION FOR QUESTIONS AND

FEEDBACK JUMPING AHEAD OF OURSELVES. SO FOLLOWING THE CITY COUNCIL’S

ADOPTION OF THE CITY’S DIGITAL INCLUSION AND BROADBAND STRATEGY IN TWENTY SEVENTEEN,

THE CITY IS TAKING A CITYWIDE APPROACH TO DEPLOYING 5G AND TO DO SO HAS ENTERED INTO PUBLIC

PRIVATE PARTNERSHIPS. >> WE HAVE SMALL SCALE AGREEMENTS WITH AT&T AND VERIZON TO DEPLOY SMALL CELL ANTENNAS ON CITY OWNED STREET

LIGHTS, FIBER DECLINE AGREEMENTS WITH AT&T, VERIZON AND COMCAST FOR THE NETWORK

BACKHAUL THAT SUPPORTS THEIR SERVICES AND NETWORKS AND THE MACRO SELL AGREEMENT WITH

T-MOBILE. THESE PARTNERSHIPS BRING OVER ONE BILLION IN PRIVATE NETWORK

INVESTMENT INTO SAN JOSE AT ZERO COST TO TAXPAYERS WHILE PROVIDING THE TELECOM COMPANIES

FAST AND PREDICTABLE PERMIT PROCESSING. >> IN ADDITION, SMALL THESE FEES GO INTO THE CITY’S DIGITAL

INCLUSION FUND WHICH SUPPORTS CLOSING THE DIGITAL DIVIDE IN SAN JOSE SO FAR APPROXIMATELY

ONE AND A HALF MILLION AND SMALL CELL LEASE FEES HAS BEEN DISTRIBUTED TO COMMUNITY BASED

ORGANIZATIONS WHO HAVE DIGITALLY EMPOWERED OVER FOUR THOUSAND UNCONNECTED HOUSEHOLDS WITH A SUITABLE DEVICE

AFFORDABLE INTERNET SERVICE AND DIGITAL LITERACY SKILLS TRAINING. OTHER BENEFITS HAVE ALSO STEM FROM OUR SMALL SCALE

PARTNERSHIPS INCLUDING OVER FOUR MILLION AND IN KIND OF SMART CITIES PILOTS AND INITIATIVES SUCH AS AT&T

SPONSORED COMMUNITY WI-FI AT SEVERAL COMMUNITY CENTERS, SMART LIGHTING AT SEVERAL PARKS AND OVER FIFTEEN THOUSAND

DIGITAL INCLUSION HOTSPOTS DEPLOYED DURING THE PANDEMIC AND VERIZON SPONSORED INTERSECTIONS SAFETY ANALYTICS

TO SUPPORT VISION ZERO TRAFFIC DATA SERVICES FOR SMART TRAFFIC MANAGEMENT AND SMART FLEET

MANAGEMENT SERVICES. >> THE CITY HAS DEVELOPED THE BEST IN CLASS PERMITTING PROCESSES THROUGH THESE PARTNERSHIPS THE PERMITTING

TEAMS COORDINATE REVIEWS ACROSS MULTIPLE DEPARTMENTS AND DIVISIONS TO REDUCE OVERALL REVIEW TIME EFFICIENCIES HAVE BEEN GAINED THROUGH OPERATIONAL

IMPROVEMENT LIKE CONSTRUCTION DRAWING CHECKLISTS. TEMPLETON’S PLANS PROVIDING AN

ON LINE SMALL CELL MAP AND ENABLING ELECTRONIC PLAN REVIEWS THESE IMPROVEMENTS HAVE RESULTED IN PERMANENT REVIEWS

THAT ARE COMPLETE WITHIN DAYS, NOT WEEKS AND REVIEW CAPACITY THAT MEETS OR EXCEEDS CURRENT

DEMAND WITHIN THE SMALL SELAMAT ROWSELL AGREEMENTS WE HAVE GOALS AND TIMELINES FOR SWIFT PYRAMIDING STARTING WITH SMALL

CELL. >> THE OVERALL GOAL IS TO PERMIT THREE THOUSAND ONE HUNDRED SITES BY TWENTY TWENTY EIGHT.

>> YOU’LL NOTICE THAT THIS GOAL IS DECREASED FROM FOUR THOUSAND AND THIS IS DUE TO NEW FREQUENCIES BEING MADE

AVAILABLE FOR 5G THAT PRIMARILY USED MICRO CELLS INSTEAD OF SMALL CELLS. >> THE TARGET REVIEW TIME FOR

SMALL PERMITS IS THIRTY DAYS FROM INTAKE TO PERMIT ISSUED WITH A GOAL OF THIRTY PERMITS

ISSUED PER WEEK SO FAR ONE THOUSAND NINE HUNDRED AND TWENTY EIGHT PERMITS HAVE BEEN ISSUED WHICH IS SIXTY TWO

PERCENT OF THE ADJUSTED TARGET OF THREE THOUSAND ONE HUNDRED AND TOTAL PERMIT REVIEWS COMPLETE WITHIN TWELVE DAYS ON

AVERAGE DUE TO A SLOW DOWN IN THE NUMBER OF PERMITS REQUESTED BY THE TELECOM COMPANIES. THE SMALL CELL HAS ADJUSTED THEIR REVIEW CAPACITY DOWN FROM

NEARLY 40 PER WEEK TO 20 PER WEEK TO MATCH ACTUAL DEMAND. >> ON AVERAGE ABOUT SIX PERMITS

ARE REQUESTED PER WEEK AND THREE OR MORE ARE ISSUED PER

WEEK FOR MACRO CELL THE OVERALL GOAL IS TO PERMIT TWO HUNDRED AND FORTY SITES BY JUNE TWENTY TWENTY TWO SO WE EXPECT TO

EXTEND THIS TIMELINE TO DECEMBER TWENTY TWENTY TWO SO FAR ONE HUNDRED AND FORTY EIGHT SITES HAVE BEEN PERMITTED WHICH

IS SIXTY TWO PERCENT OF THE TOTAL GOAL. >> THE TARGET REVIEW TIMELINE IS FIVE DAYS WITH TWENTY

PERMITS ISSUED PER WEEK PERMIT REVIEWS ARE COMPLETE WITHIN SIX DAYS ON AVERAGE CURRENTLY WHICH IS JUST ABOVE OUR GOAL OF FIVE

DAYS THE TEAM HAS DEVELOPED THE CAPACITY TO COMPLETE TWENTY REVIEWS PER WEEK.

HOWEVER CURRENT DEMAND IS LOWER THAN THIS AS MEASURED BY THE WEEKLY PERMIT REQUEST. CURRENTLY ABOUT THREE PERMITS

ARE REQUESTED EACH WEEK AND THREE PERMITS ARE ISSUED EACH

WEEK. ALL OF THIS WORK AND THE PERMITTING EXCELLENCE THAT MAKES A MODEL THAT OUR PARTNERS

ARE HAPPY TO POINT TO IS DUE TO THE INCREDIBLE SMALL CELL AND MACRO CELL TEAMS.

>> THERE ARE MANY PEOPLE TO THANK FOR CONTRIBUTING TO THIS WORK. I WOULD LIKE TO HIGHLIGHT A FEW SOME OF WHOM ARE PICTURED HERE.

>> THANK YOU TO JEFF LI LEZOTTE COKEY AND JAY GUEVARRA FOR THEIR LEADERSHIP AND INNOVATIVE PROBLEM SOLVING ON THE SMALL

SCALE TEAM. THANK YOU TO STEPHANIE FARMER, LESLIE DIAMOND AND JAG DEV

MAVIE RON DAVIS AND TONI FLORES ALL MEMBERS OF THE CROSS DEPARTMENT OF MACRO CELL TEAM

FOR THEIR TENACITY AND TIRELESS EFFORTS TO STREAMLINE MACRO CELL PERMITTING AND HUGE THANKS TO ALL WHO ARE PART OF THESE

TEAMS. >> I WOULD ALSO LIKE TO HIGHLIGHT A FEW KEY RESOURCES

FOR PUBLIC INFORMATION ON THE SMALL CELL DEPLOYMENT AVAILABLE ON THE CITY’S WEBSITE IS A MAP

OF THE CITY STREET LIGHT POLES AND FOR EACH POLE A STATUS IS PROVIDED WHICH INDICATES

WHETHER THE POLE IS CURRENTLY PART OF THE SMALL CELL DEPLOYMENT. >> ANOTHER RESOURCE IS THE

CITY’S BROADBAND STRATEGY AND SMALL CELL DEPLOYMENT WEB PAGE WHICH HAS ANSWERS TO FREQUENTLY

ASKED QUESTIONS THE DESIGN GUIDELINES AND NOTICING REQUIREMENTS FOR SMALL CELLS AND INFORMATION AND LINKS TO

HEALTH AND SAFETY STUDIES. OUR NEXT STEPS ARE TO MAINTAIN THE CURRENT CAPACITY FOR

PERMITTING AND THE SWIFT REVIEW TIMES FOR SMALL CELL AND MICRO CELL APARTMENTS AND ON THE MAXIMUM MACRO CELL TO GET US

INTO A FIVE DAY RANGE. >> WE ALSO NOW ARE LOOKING INTO WAYS TO STREAMLINE AND ACCELERATE PERMITS FOR BACKUP

POWER AT CELL SITES WHICH WILL IMPROVE THE RESILIENCE OF CITYWIDE WIRELESS COMMUNICATIONS

>> AND WE ARE WORKING ON AN UPDATE TO THE CITY’S DIGITAL INCLUSION AND BROADBAND

STRATEGY WITH A GOAL TO BRING FINAL RECOMMENDATIONS TO THE CITY COUNCIL BY FEBRUARY TWENTY TWENTY THREE AND I WILL NOW

HAND IT OFF TO OUR SPECIAL S

DAVID, THANK YOU ABBY. >> I REALLY APPRECIATE THE OPPORTUNITY TO BE HERE AND THANK YOU MAYOR VICE MAYOR

CHERMAYEFF AND THE MEMBERS OF THE COMMITTEE FOR THE OPPORTUNITY TO SPEAK TO YOU

TODAY TALKING ABOUT THE PROCESS OF SMALL CELL AND WIRELESS IN THE CITY OF SAN. >> I REALLY WANT TO SAY THAT

IT’S SUCH A CHANGE FROM THE WAY THINGS WERE YEARS AGO. YOU FOLKS HAVE DONE A FANTASTIC

JOB OF REALLY JUST TURNING THIS INTO AN AMAZING THING AND ONE OF THE BEST PROCESSES THAT I

CAN POINT TO AND I’M REALLY ENCOURAGED TO SEE THAT MANY OF OUR LOCAL CITIES AND THE BAY AREA ARE NOW MUCH BETTER THAN

THEY WERE SOME YEARS AGO AND THANK YOU FOR MAKING THIS HAPPEN TALKING ABOUT THE NEXT

SLIDE PLEASE, ABBY. >> THERE WE GO . SO I MEAN WHY IS THIS ALL

IMPORTANT? WELL, OBVIOUSLY WE WE TALKED A LOT TODAY ABOUT THE IMPORTANCE

OF OF COMMUNICATIONS FROM FROM AN EMERGENCY STANDPOINT THE NUMBER OF PEOPLE WHO HAVE MADE

THE TRANSITION OFF OF LANDLINE TELEPHONES TO TO CELLULAR IS SIGNIFICANT. >> YOU ON SOME DEMOGRAPHIC

GROUPS IT’S YOU KNOW, THIRTY THREE OUT OF FOUR POSSIBLY OVER 80 PERCENT.

I MEAN PEOPLE UNDER THE AGE OF THIRTY FOUR ARE EIGHTY SIX PERCENT LIKELY TO BE WIRELESS ONLY THEY SIMPLY DO NOT HAVE LANDLINE PHONES.

THEY NEVER DID. THEY NEVER WILL. AND I THINK A KEY POINT HERE AS WE TALKED ABOUT EARLIER IS

PUBLIC SAFETY AND THE FACT THAT 80 PERCENT OF ALL CALLS NATIONALLY TO 911 ONE COME FROM WIRELESS PHONE. SO WE’RE TALKING SPECIFICALLY ABOUT THE IMPACT ON PUBLIC SAFETY. I THINK GETTING OUR NETWORKS IMPROVED IS IS HIGHLY CRITICAL.

>> NEXT SLIDE PLEASE. AND THE CHALLENGE OF WHY WHY 5G

OR 4G HAS BEEN A GREAT TECHNOLOGY. IT’S CERTAINLY ENABLED AN AMAZING ECONOMY THAT HAS

DEVELOPED SO MUCH FOR THE SILICON VALLEY. YOU KNOW, MANY OF THE COMPANIES

THAT WE CALL UNICORNS AND IN TECHNOLOGY ARE BASED ON MOBILE

STRATEGY BUT THE 4G NETWORK WAS REALLY DESIGNED FOR PERSONAL DEVICES. IT WAS DESIGNED FOR SMARTPHONE SO IT WASN’T REALLY DESIGNED

FOR THE INTERNET OF THINGS. IT WASN’T DESIGNED TO SUPPORT VERY MUCH IN THE WAY OF SMART CITIES.

IT WAS IT’S NOT OPTIMIZED FOR FIXED BROADBAND. YOU CAN GET SOME FIXED BROADBAND 4G BUT IT REALLY ISN’T SOMETHING THAT THEY’RE

PUSHING. >> AND THE REALITY IS IS THAT LTE WHICH IS THE TECHNOLOGY THAT IS USED TO SUPPORT TO

SUPPORT 4G IS CAPACITY LIMITED . >> YOU CAN ONLY HAVE A CERTAIN NUMBER OF USERS ON A RADIO AND WE SAW THIS OVERLOAD DURING THE

PANDEMIC WHERE OF THE SIXTEEN THOUSAND DISTANCE LEARNING CONNECTIONS THAT WERE CREATED BY THE SANTA CLARA COUNTY OFFICE OF EDUCATION,

OVER FOURTEEN THOUSAND OF THOSE WERE CREATED WITH LTE HOTSPOTS. >> THANK YOU FOR MAKING THE

NETWORK BETTER BEFORE THE PANDEMIC I REALIZED THAT WASN’T INTENTIONAL BUT IT WAS GREAT THAT THE NETWORK DID WORK BECAUSE THOSE HOTSPOTS WOULD

NOT HAVE BEEN USEFUL WITHOUT THE NETWORK IN PLACE. >> BUT IT ALSO DID METRICS SHOW THAT THIS INCREASE IN USAGE DID

HAVE A CAPACITY EFFECT ON THE NETWORK AND WE DID SEE OVERLOAD IN SOME AREAS. >> NEXT SLIDE PLEASE.

THIS LEADS US TO THE QUESTION OF WHY 5G 5G HAS BEEN DESIGNED SPECIFICALLY TO SUPPORT MORE THAN JUST DEVICES.

IT DOES MORE THAN JUST SMARTPHONES AND TABLETS. >> IT’S BEEN OPTIMIZED ALSO FOR THE INTERNET OF THINGS AND SMART CITY USE CASES.

IT SUPPORTS FIXED BROADBAND AS AN ALTERNATIVE TO PERHAPS DSL FIBER CABLE MODEM AND SO IN

PLACES WHERE CONSUMERS HAVE EITHER NO CHOICE OR LIMITED CHOICE, 5G CAN BE AN ALTERNATIVE TO THAT.

>> IT HAS THE CAPACITY THAT MEETS THE NEEDS FOR FOR THAT KIND OF USE.

AND SPECIFICALLY I THINK THAT IT’S IT’S IMPORTANT TO UNDERSTAND THAT 5G AS OPPOSED TO THE PREVIOUS GENERATIONS IS DATA FOCUSED AND SO BECAUSE

OF THAT IT HAS TO BE LOCATED NEAR USERS IN ORDER TO BE USEFUL. >> SO THE LOW POWER SITES, THESE SMALL CELLS THAT WE THAT

WE TALKED ABOUT IS OR THAT HAVE BEEN TALKED ABOUT ARE THE METHOD BY WHICH THIS DELIVERED MACRO TOWERS ON TO ON MOUNTAINS

OR TALL BUILDINGS AND SUCH ARE FINE FOR NETWORK COORDINATION BUT THEY’RE REALLY NOT USEFUL FOR DELIVERING THAT HEAVY DATA

EXPERIENCE THAT WE THAT WE ARE CURRENTLY USING AS AS A SOCIETY.

>> NEXT PLEASE SO THEN WE CAN ASK THE QUESTION WELL AS ALL THIS SOUNDS WONDERFUL. SO WYO WHY ARE THERE ISSUES WITH 5G?

>> WHY DO WE HEAR PEOPLE TALKING ABOUT 5G? >> IT WAS NOTABLE THAT IN THE

RUN UP TO THE LAST COUNCIL ELECTION I HAD SEVERAL PEOPLE WHO ARE CANDIDATES FOR COUNCIL ,SOME OF WHOM ARE ON THIS CALL

CAME TO ME AND SAID, YOU KNOW, TELL ME ABOUT THIS 5G STUFF. I’M HEARING ABOUT IT FROM MY FROM RESIDENTS. I’M TALKING TO YOU DURING

MY CAMPAIGN AND IT REALLY BOILS DOWN TO I THINK THE FACT THAT IT’S NEW AND THINGS THAT ARE

NEW TEND TO GENERATE SOME LEVEL OF ANXIETY. >> BUT THE THREE THINGS THAT PEOPLE TALK ABOUT WITH THIS

PRIMARILY ARE FIRST OF ALL ELECTROMAGNETI FIELDS AND THEIR HEALTH EFFECTS ON THE HUMAN BODY.

THEY WORRY ABOUT WHETHER OR NOT THE SITES ARE GOING TO CREATE NEGATIVE EFFECTS ON THEIR PROPERTY VALUATION AND THEY

WORRY SIMPLY ABOUT THE ESTHETICS. MAYBE I DON’T HAVE A PROBLEM WITH THE HEALTH ISSUE. MAYBE I’M NOT WORRIED ABOUT THE

REAL ESTATE BUT I JUST DON’T WANT TO LOOK AT THAT THING REALISTICALLY. >> POLLS AREN’T ATTRACTIVE NO MATTER WHAT’S ON THEM.

I DON’T KNOW THAT A SMALL CELL MAKES A POLL ANY LESS ATTRACTIVE. TO BE HONEST WITH YOU AS AN

ENGINEER I HAPPEN TO THINK THAT THEY’RE THEY’RE ACTUALLY QUITE BEAUTIFUL BUT THAT’S ME .

>> NEXT SLIDE PLEASE. >> IT’S IMPORTANT WHEN WE TALK ABOUT AND WE ASK THESE QUESTIONS ABOUT PEOPLE SAYING

THAT 5G IS A IS OF CONCERN THAT WE SEPARATE OUT THE DIFFERENCE BETWEEN WHAT THEY’RE SAYING BECAUSE 5G IS NOT ANYTHING

THAT’S JUST OTHER THAN MODULATION AND THE YOU KNOW, IF YOU HAVE AN FM RADIO

TRANSMITTER THAT’S TRANSMITTING CLASSICAL MUSIC AND THEN IT CONVERTS ITS FORMAT TO HEAVY METAL, IT’S ITS INFORMATION.

>> IT’S THERE’S NOTHING DIFFERENT ABOUT THAT TRANSMITTER. >> IT’S JUST TRANSMITTING DIFFERENT INFORMATION. SOME ELEMENTS OF 5G ARE

MILLIMETER WAVE WHICH IS THE NEW ASPECT, THE CELLULAR NETWORK THAT WE’VE ADDED IN

WITH 5G AND THAT IS TYPICALLY WHAT PEOPLE ARE EXPRESSING THEIR CONCERNS ABOUT. >> BUT UNFORTUNATELY THESE TERMS DO GET CONFLATED.

>> SO I THINK WHAT WE HAVE TO LOOK AT IS THE QUESTION OF PEOPLE SAY WELL 5G IS A PROBLEM. I’M AFRAID OF 5G REALLY WHAT

THEY’RE TALKING ABOUT IS MM. I WOULD BELIEVE OR THEY’RE JUST

IN GENERAL CONCERNED ABOUT CELLULAR AND 5G JUST HAPPENS TO BE THE TERM THAT THEY’RE APPLYING TO CELLULAR IN GENERAL.

>> BUT LET’S NOT CONFLATE THESE TERMS AND LET’S TRY TO SEPARATE THAT OUT BECAUSE I THINK IT’S IMPORTANT TO DO THAT.

>> NEXT SLIDE PLEASE AND 5G IS A IS AN EVOLUTION OF THE PREVIOUS TECHNOLOGIES AND THE

REALITY IS IS THAT THERE ARE SOME SITES RIGHT NOW THAT ARE CARRYING BOTH 4G AND 5G

SIMULTANEOUSLY AND OVER TIME 5G WILL CONTINUE TO EVOLVE. >> I WAS JUST ON A NEW INDUSTRY CALL THIS MORNING LISTENING TO

ONE OF THE VENDORS TALK ABOUT THEIR ROADMAP FOR 5G ADVANCED WHICH IS COMING DOWN.

>> IT’S GOING TO BE HERE IN PROBABLY A YEAR OR TWO SO WE WILL CONTINUE TO SEE THE EVOLUTION OF THESE TECHNOLOGIES

AS AS TIME GOES ON. THEN ABOUT FIVE YEARS FROM NOW WE’RE GOING TO START TALKING ABOUT 60.

SO WE’LL I GUESS WE’LL HAVE TO WE’LL HAVE TO TELL THIS STORY ALL OVER AGAIN TEN YEARS FROM NOW.

>> SO NEXT SLIDE, PLEASE. TALKING BACK TO THE POINT I WAS JUST MAKING WHEN WHEN PEOPLE SAY IS 5G SAFE, I THINK REALLY

THE QUESTION THAT WE NEED TO ASK IS IS ELECTRUM MAGNETIC

ENERGY SAFE BECAUSE AGAIN 5G 4G IT’S JUST THE INFORMATION THAT IS IMPOSED UPON THAT ELECTROMAGNETI ENERGY. >> NEXT SLIDE PLEASE.

THIS IS ACTUALLY ONE OF THE MOST STUDIED TOPICS IN IN RESEARCH AND MEDICINE STUDIES

DATE BACK TO TO THE POST-WORLD WAR TWO ERA AS FAR AS NEW TECHNOLOGIES WERE CAME ABOUT DURING THE DURING THE WAR AND

THEY WERE USED FOR FOR FM RADIO AND TELEVISION AND A LOT OF NEW THINGS THAT WE NOW TAKE FOR GRANTED TODAY.

>> AND SO, YOU KNOW, THERE HAVE BEEN OVER 10000 STUDIES THAT

HAVE BEEN DONE ON THIS TOPIC OVER THE PAST 70 YEARS AND I THINK THE THING TO DO IS TO LOOK AT THE BODY OF EVIDENCE

AND WHERE THIS POINTS IN TERMS OF SAFETY. >> THE I TRIPOLIS INTERNATIONAL COMMITTEE ON ELECTROMAGNETIC

SAFETY OR THE ICC HAD LINKS TO OVER 4000 QUALITY HIGH QUALITY PEER REVIEWED STUDIES AND THERE

ARE SEVERAL STANDARDS THAT DATE BACK INTO THE 70S ON THIS TOPIC . >> OFTEN WE WILL HEAR FROM

OPPOSITION GROUPS THAT OH, YOU KNOW, THE FCC HASN’T UPDATED ITS SAFETY GUIDELINES SINCE THE 90S.

IT DOESN’T ACCOUNT FOR THE NEW TECHNOLOGIES. IT WAS IT WAS THE STANDARDS WERE DESIGNED FOR 1G THE

ORIGINAL ANALOG CELLULAR NETWORK. >> I MEAN THE ACCESS DATA IS IS VERY EXHAUSTIVE IN THIS REGARD

AND IT SHOWS THAT THERE ARE ASIDE FROM HEATING WHICH IS A KNOWN IMPACT FROM ELECTROMAGNETI ENERGY AND PROBABLY THE BEST

ELECTROMAGNETI ENERGY HEATING THAT WE KNOW OF WHEN WE WALK OUTSIDE ON A SUNNY DAY AND WE

FEEL OUR OUR BODIES HEATING UP, THAT’S BECAUSE THE SUN IS EMITTING ELECTROMAGNETIC ENERGY AND IT’S WARMING UP OUR BODIES .

THE FCC HAS NOT CHANGED ITS GUIDELINES SINCE THEN SINCE THE 90S BECAUSE FRANKLY PHYSICS

HASN’T CHANGED SINCE THE 90S AND IN THE NINETEEN NINETY SIX THEY PUT OUT THE ORIGINAL SIXTY FIVE GUIDELINES WHICH YOUR

STUDY REQUIRES EVERYBODY TO ADHERE TO AS DO ALL CITIES AND THE IEA TRIPOLIS NINETY FIVE

POINT ONE IS THE STANDARD BY WHICH FROM WHICH THAT THOSE GUIDELINES ARE DERIVED. >> THEY ISSUED AN UPDATE IN

TWENTY EIGHTEEN THE FCC SAID NOTHING HAS CHANGED ERGO NOTHING HAS CHANGED IN TERMS

OF MILLIMETER WAVE. I MEAN THERE HAVE BEEN MORE THAN ONE HUNDRED STUDIES THAT HAVE BEEN DONE ON THIS TOPIC AND NONE OF THEM HAVE FOUND

ADVERSE EFFECTS ON THE HIGH QUALITY STUDIES A PEER REVIEWED STUDIES.

BUT I DO I DO MAINTAIN BECAUSE OF COURSE GOOD SCIENCE IS AN ONGOING PROCESS THAT WE DO NEED MORE STUDIES ON YOUR WAY OF BECAUSE ONE HUNDRED STUDIES

RELATIVE TO TEN THOUSAND STUDIES IS A SMALL AMOUNT. >> AND SO I WOULD ARGUE THAT WE DO NEED TO CONTINUE TO LOOK

AT THIS SO THAT WE CAN REASSURE THE PUBLIC KEEP LOOKING AT THIS TOPIC AND THE SCIENCE IS NOT SETTLED ON THIS TOPIC.

>> SO LET’S LET’S KEEP LOOKING NEXT SLIDE PLEASE AND THEN WE COMPARE US WITH THE YOU KNOW

WHAT I WOULD PUT IN QUOTES OF SCIENCE BECAUSE TRULY IT IS NOT SCIENCE BUT IT IS RATHER

SORT OF SUPPOSITION AND INFERENCE FROM CORRELATION AS OPPOSED TO CAUSATION.

>> YOU KNOW, THE PROBABLY THE MOST WIDELY CITED REPORT ON

THIS TOPIC COMES FROM A GROUP CALLED THE ENVIRONMENTAL HEALTH TRUST AND THEY PUT OUT A REPORT

IT WAS CALLED THE BIO INITIATIVE REPORT. >> IT’S WIDELY CITED BY OPPOSITION GROUPS BUT IT HAS ALSO BEEN WIDELY DEBUNKED IN

PEER REVIEWS. >> THERE HAVE BEEN NOTABLE REVIEWS OF THE BIO INITIATIVE REPORT, SPECIFICALLY THE COMMITTEE ON THE HOUSE

COMMITTEE ON MEN RADIATION DID AN EXTENSIVE REVIEW OF IT IN 2009 FOR COVID WORK IN 2012 AND

IT WAS SPECIFIC I THINK FOR CHAVEZ WORK IS REALLY NOTABLE BECAUSE HE GRADED NOT ONLY THE BIO INITIATIVE REPORT BUT HE

ALSO GRADED THREE OTHER REPORTS ON HEALTH EFFECTS AND HE GRADED

THE THE INTERNATIONAL COMMITTEE FOR NON-IONIZING RADIO RADIATION PROTECTION OF THE ECKNER, THE ICRC THE SEEN HER

REPORT ALL AT TEN OUT OF TEN. IN OTHER WORDS THEY GOT EVERY DAY I GOT EVERY QUESTION RIGHT ONE HUNDRED HE GRANTED BY

INITIAL REPORT THREE OUT OF TEN MEANING IT WAS THIRTY PERCENT AND IF YOUR IF YOUR CHILD BROUGHT A TEST THAT WAS GRANTED

THIRTY PERCENT THAT’S THREE QUESTIONS RIGHT OUT OF TEN YOU WOULD PROBABLY HAVE CAUSE FOR CONCERN AND YOU MIGHT BE WANTING TO TALK TO THEM OR TALK

TO THE TEACHER. SO I DON’T THINK THAT THE PIONEER SHOULD REPORT I GOT A PASSING GRADE ON THAT ONE BUT BUT IT IS STILL PROBABLY

THE THING THAT MOST OF THE OPPOSITION GROUPS HANG ON TO AS EVIDENCE AND I’M MAKING FINGER

QUOTES WHEN I SAY EVIDENCE. >> NEXT SLIDE, PLEASE. AND SO IN SUMMARY, I WOULD SAY

IF THAT COMES YOUR WAY I WOULD I WOULD BE COMFORTED TO KNOW THAT THAT IS NOT SOMETHING TO

BE CONCERNED WITH AND YOU WITH I THINK WITH A GOOD CONSCIENCE ANYTHING THAT REFERS TO BY OUR

INITIATIVE PROPERTY VALUATION IS ONE OF THE THINGS THAT IS OFTEN DISCUSSED AND IT’S QUITE

INTERESTING HOW THIS CAME ABOUT IN 2005 THERE WAS A REALTOR WHO WAS A RESEARCHER AND SHE WAS

UNDER CONTRACT WITH A GROUP IN NEW ZEALAND NEAR CHRISTCHURCH THAT WAS OPPOSED TO A CELL SITE AND THEY ASKED HER IF SHE COULD

FIND EVIDENCE THAT WOULD SHOW THAT THE CELL SITE WOULD CAUSE PROBLEMS FOR THEM.

SO SHE FOUND THAT THEY HAD PROPERTY DEVALUATION AND IT WAS INTERESTING THAT SHE DID THIS

VIA A SURVEY AS OPPOSED TO A STUDY. >> SO SURVEYS ARE INTERESTING BUT THEY’RE LIKE HOLES AND THEY CAN BE WRONG AS WE’VE WE’VE

KNOWN OVER THE PAST FEW YEARS, THE POLLS CAN BE WRONG. >> YOU KNOW, IF I CREATE A POLL

THAT SAYS SHOWED A CERTAIN POLITICAL FIGURE BE IMPEACHED AND I SEND IT OUT TO SUBSCRIBERS TO FOX NEWS AND

SUBSCRIBERS TO MSNBC, I’LL GET VERY DIFFERENT ANSWERS. >> LIKEWISE, I THINK WHAT YOU WANT TO DO IS YOU WANT TO LOOK

AT DATA WHICH IS WHAT WE’VE DONE A JOINT VENTURE SILICON VALLEY IN 2012 AND THEN MOST

RECENTLY IN TWENTY TWENTY ONE THERE WERE ALSO REPORTS FROM DELBRIDGE WHICH WAS A REAL

ESTATE RESEARCH COMPANY IN TWENTY EIGHTEEN THERE WAS A PROFESSOR OUT OF HAMBURG, GERMANY CALLED MONNIG.

>> INTERESTINGLY OUR SMALL CELL REPORT WHICH CAME OUT LAST YEAR

IS THE FIRST AND ONLY TO MY KNOWLEDGE STUDY THAT WAS DONE ON SMALL CELL IMPACTS BECAUSE OF COURSE THESE ARE

CLOSE TO PROPERTIES WE LOOKED AT ELEVEN MILLION REAL ESTATE TRANSACTIONS OVER THE COURSE OF TEN YEARS NOW FOR

APPROXIMATELY TWELVE HUNDRED CELL SITES THAT WERE INSTALLED DURING THAT SAME PERIOD OF TIME AND FOUND NO ECONOMICALLY

SIGNIFICANT NEGATIVE IMPACTS AND FOUND ACTUALLY IN SOME LOCATIONS POSITIVE ECONOMIC IMPACTS FROM LOCATION.

IN OTHER WORDS, SMALL CELLS ACTUALLY HAD A POSITIVE IMPACT. >> IT WAS INTERESTING BY THE

WAY THAT IN THE NEIGHBORHOODS WHERE WE FOUND OR RATHER THE COMMUNITIES WHERE WE FOUND POSITIVE IMPACT WERE

COMMUNITIES THAT WERE ECONOMICALLY CHALLENGED ACCESS AND FUNCTIONAL NEEDS COMMUNITIES.

VISALIA, CALIFORNIA WAS PROBABLY THE BIGGEST ONE THAT WE FOUND AN IMPACT. THERE WAS A 16 PERCENT POSITIVE

IMPACT ON PROPERTY VALUATION IN VISALIA AND I THINK THAT’S REALLY NOTABLE BECAUSE THOSE

THAT NETWORK ACTUALLY LED TO THAT NETWORK ACTUALLY LED TO VISALIA BEING MORE DESIRABLE

BECAUSE THERE BECAUSE THESE HOMES WERE CONNECTED LIKE THAT SEEMS AT A GUT LEVEL OBVIOUS TO

US. >> NEXT SLIDE PLEASE. I MEAN AND I THINK THE REASON

WHY IS IS IS OBVIOUS IS THAT AS MILLENNIALS AND AND GEN Z START BUYING THEIR HOMES AND THEY

BECOME THE DOMINANT ECONOMIC FORCE IN REAL ESTATE PROPERTY

PURCHASES THEY WANT THERE ARE A GENERATION THAT IS CONNECTED AND THEY WANT BETTER CONNECTIVITY. LOOKING BACK ON THAT NUMBER

THAT I HAD EARLIER EIGHTY SIX PERCENT OF PEOPLE UNDER THE AGE OF THIRTY FOUR ARE WIRELESS ONLY GUESS WHAT WHEN YOU MOVE

TO A HOUSE YOU WANT YOUR PHONE TO WORK YOU’VE NEVER HAD A LANDLINE PHONE. >> YOU HAVE NO INTENTION OF GETTING ONE.

AND AS PEOPLE MOVE INTO OTHER AREAS OF THE STATE AND THEY’RE SEEKING THOSE FIRST TIME HOMEBUYER OPPORTUNITIES, THEY

WANT TO BE CONNECTED AS PEOPLE MOVED AROUND DURING THE PANDEMIC OR WE START TO SEE

PEOPLE THAT ARE MORE TELEWORKING AND THEY’RE LIVING IN FARTHER AND FARTHER AWAY LOCATIONS.

>> THEY ARE LOOKING FOR THAT CONNECTIVITY. I’VE I’VE SOMETIMES QUIPPED THAT BROADBAND IS THE NEW OIL.

>> PEOPLE ARE FOLLOWING IT AS THEY MOVE AROUND TO SEEKING ECONOMIC OPPORTUNITIES.

>> NEXT SLIDE PLEASE. >> SO I SUPPOSE YOU ALL KNOW WHERE TO FIND ME IF YOU IF YOU

KNOW ME BUT IF NOT THEN JOINT VENTURE OGT WIRELESSES IS

MY WEBSITE, MY HOME WHERE ALL OF THIS LIVES YOU CAN DOWNLOAD COPIES OF OUR HANDBOOK OR OUR REAL ESTATE REPORT IF YOU WANT TO REACH OUT TO ME .

>> DAVID W8 JOINT VENTURE ORG THAT’S THAT’S HOW TO GET TO ME AND I’M GOING TO HAND IT BACK TO ABBY AT THIS POINT.

>> THANK YOU ALL FOR THE OPPORTUNITY TO BE HERE TODAY.

>> THANK YOU SO MUCH DAVID. THIS CONCLUDES OUR UPDATE PAUL HAND IT BACK TO ROB OR

BACK TO CHEER MAN THE THANKS I APPRECIATE DAVID ALWAYS GREAT TO SEE YOU. >> THANKS FOR THE WORK YOU’RE

DOING A JOINT VENTURE AND WELL WHILE THE PUBLIC MAY NOT AGREE WITH YOUR ESTHETIC SENSE OF THE BEAUTY OF THE CELL TOWERS, I

THINK THE RESEARCH ON UNHEALTH AND PROPERTY VALUES IS HELPFUL TO SEE. >> SO APPRECIATE THE WALK

THROUGH HEAD OVER TO PUBLIC COMMENT AND WE’LL SEE YOU

AT THE TIME OR UP HERE WE WILL

GO TO BLAIR HIGH EVERYONE HERE I’M NOW ON A COMPUTER SO HOPEFULLY MY CONNECTION CAN BE GOOD.

>> THANKS A LOT FOR THIS ITEM. I’VE BEEN TRYING TO LEARN THAT THIS THE PROCESS OF COMPROMISE

AND GIVE AND TAKE I THINK ALL PROCESSES OF A COMMUNITY SHOULD WORK IN THOSE TERMS INSTEAD OF GOVERNMENT DICTATING ITS

LONG TERM GOALS. I MEAN I KNOW THAT THAT DOES HAPPEN AND THAT IS AN ULTIMATE GOAL. BUT GEE, I REALLY HOPE YOU CAN

LEARN TO NEGOTIATE A PROCESS WITH LOCAL NEIGHBORHOODS AND COMMUNITY AND YOU COULD BE OPEN TO THAT AND REALLY WANT TO KEEP UP THE EFFORTS THAT YOU HAVE

STARTED WITH SOME GOOD EXAMPLES OF THE NOTIFICATION PROCESS. >> MAKE SURE THAT TELECOM COMPANIES ARE SENDING OUT GOOD

NOTIFICATION NOTICES TO LOCAL COMMUNITIES, TO LOCAL NEIGHBORHOODS WHEN THEY DO WANT

TO PUT A PRICE TAG TO HAVE THAT A CLEAR PROCESS THAT IS LIKE HALF THE BATTLE IF YOU DO THAT

WELL THEN WE’RE DOING OUR GOOD DUE DILIGENCE TOWARDS A GOOD COMMUNITY EFFORT AND THEN THE SECOND PART OF THAT, YOU KNOW,

IS BRIDGING THE DIGITAL DIVIDE IS INCREDIBLE IMPORTANT AND I DO NOT WANT TO DENY THAT AT ALL.

BUT AN AND SO FROM THAT LOCAL NEIGHBORHOODS AND PEOPLE HAVE TO MAKE CHOICES AND DISCRETION

HOW THEY WANT TO BE PLACED IN THEIR NEIGHBORHOOD FROM THAT SPACE PEOPLE SHOULD REALLY BE ALLOWED TO PROTEST IT IF THEY

WANT TO AND THE CITY HAS TO BE OPEN TO THAT AND LEARN CHANNELS TO DO THAT TO DO THAT THIS TECHNOLOGY HAS BEEN REALLY

FORCED ON US BY COVID AND IT JUST MAKES MISERY IN THOSE TERMS FOR OURSELVES AS A CITY

GOVERNMENT WE HAVE GREAT POLICY IDEAS THAT CAN REALLY MAKE IT AN OPEN SHARED PROCESS FOR

COMMUNITY PROCESS AND THIS IS THE IDEAS OF WALKING HAND-IN-HAND IN THE FUTURE OF BRIDGING THE DIVIDE AND OPEN

PUBLIC POLICIES WORKING TOWARDS A GOOD POSITIVE SUSTAINABLE OPEN DEMOCRACY COMMUNITY FUTURE .

>> GOOD LUCK WITH THE FUTURE OF THIS ISSUE. THANK YOU.

OK I BACK TO THE COMMITTEE VICE MAYOR JONES THANK YOU. >> CHAIR GOOD PRESENTATION.

I JUST I I LIKE ALL PROBABLY ALL OF MY COLLEAGUES HAS BEEN

IN A LOT OF COMPLAINTS FROM OUR RESIDENTS AND I’M NOT GOING TO SAY IT’S ACROSS THE BOARD BUT THERE IS A A SMALL AND VERY

VOCAL PORTION OF THE COMMUNITY THAT’S BEEN VERY OPPOSED TO THE SMALL CELL DEPLOYMENTS AND

THEY’RE GETTING THEIR INFORMATION FROM YOU KNOW, THE STUDIES THAT YOU REFERENCED, YOUTUBE VIDEOS AND OTHER

SOURCES THAT AREN’T REPUTABLE. >> AND SO MY QUESTION IS, IS THERE A BETTER PLACE THAT WE

CAN DIRECT RESIDENTS, FCC OR SOME OTHER LOCATION WHERE YOU

KNOW WHERE WE CAN DIRECT THEM TO TO SEE, YOU KNOW, SOME TYPE OF DEFINITIVE STATEMENTS ABOUT

THE SAFETY OF THE SMALL CELL DEPLOYMENTS AND SMALL CELLS

THERE ARE VERY SMART PHONES AND THANK YOU FOR THAT QUESTION. >> CERTAINLY YOU KNOW, IF YOU WANTED TO LOOK AT THE RESEARCH ON THIS, THE EXCESS WOULD BE THE BEST PLACE TO GO . THE REALITY IS UNFORTUNATELY

THAT’S THAT’S SORT OF WRITTEN IN DISEASE. AND SO IF YOU’RE IF YOU’RE NOT

INTO REALLY READING ACADEME RESEARCH THAT WOULD BE CHALLENGING PROBABLY THE I MEAN OBVIOUSLY THEY’RE GOVERNMENT AGENCIES THAT HAVE

PUBLISHED AND THERE ARE WEBSITES FOR A VARIETY

OF GOVERNMENT AGENCIES INCLUDING SOME OTHER SOME LIKE MEDICAL ORGANIZATIONS LIKE

CANCER DOT GOV AND SUCH LIKE THAT. I MEAN BECAUSE PEOPLE HAVE COMPLAINED OVER THE YEARS PRIMARILY ABOUT THE CONCERNS

THAT SOME WIRELESS TECHNOLOGIES WILL CAUSE CANCER. >> BUT THEN THERE ARE OTHER CLAIMS THAT ARE MADE ABOUT

OTHER HEALTH EFFECTS. >> I THINK PROBABLY THE THING THAT I FIND MOST USEFUL IN THIS

IS TO REALLY DIRECT PEOPLE TOWARDS THE MEDIA AND THEIR COVERAGE OF THIS TOPIC. AND THE REASON WHY IS THIS

BECAUSE THE MEDIA IS EXTREMELY GOOD AT BOILING THINGS DOWN INTO THINGS THAT ARE CONSUMABLE BY BY THE GENERAL PUBLIC AND PEOPLE THAT MAYBE DON’T HAVE

PHDS I KNOW I SEND OUT FOR THE PEOPLE WHO ATTEND OUR REGULAR MEETINGS.

ABBY GETS AN EMAIL FROM ME EVERY SIX WEEKS AND ONE OF THE THINGS THAT I DO REFER PEOPLE TO IS THAT WE MAINTAIN A MEDIA TRACKER.

>> SO WHENEVER REPUTABLE MEDIA AGENCY LIKE SENAD, CNBC, CNN, A

LOT OF CS OUT THERE BUT THE WIRED MAGAZINE EVERY TIME I GET AN ARTICLE ON THIS I PUT IT IN

MY TRACKER AND THAT IS A LIVE DOCUMENT THAT WE UPDATE ON ON A REGULAR BASIS.

AND SO I WOULD REALLY HONESTLY REFER YOU TO TO THAT BECAUSE I THINK IT’S IT’S OFTEN GOOD FOR

PEOPLE THAT WOULD SAY WELL YEAH ,THOSE ACADEMICS YOU KNOW, THEY THEY TALK IN THESE STRANGE TERMS.

BUT WHAT IS THE MEDIA SAY ABOUT THIS IS REALLY I THINK PROBABLY THE MOST CONSUMABLE THING THAT

I WOULD REFER PEOPLE TO AND I’M SURE ABBY COULD EASILY SEND IT OUT OR I COULD SEND IT TO YOU

IF YOU’D LIKE WHATEVER YOU THINK IS THE APPROPRIATE PROCESS. >> BUT YOUR TAKE A LOOK AT THAT DOCUMENT.

THERE’S GOSH, I WANT TO SAY IT’S FIVE PAGES LONG AT THIS POINT AND IN SMALL TYPE THERE’S

A LOT OF THERE’S BEEN A LOT OF COVERAGE ON THIS TOPIC BECAUSE OF COURSE 5G HAS BEEN TOP OF MIND FOR MANY PEOPLE OVER THE COURSE OF THE LAST FEW YEARS.

>> NO, I WOULD APPRECIATE THAT . YEAH. ZUMWALT’S FOR SOME PEOPLE IT’S ALMOST BECOME A RELIGION IN

THEIR OPPOSITION. >> IT’S FOR SOME PEOPLE FOR I CAN THINK OF A FEW INDIVIDUALS

THAT FOR SOME FOR THERE IS A RELIGION FOR THEM. THERE’S ONE PARTICULAR PERSON I KNOW THAT THAT OPERATES OUT OF NORTHERN CALIFORNIA AND I

DON’T KNOW WHERE HE FINDS THE TIME OR MONEY TO TRAVEL SO

WIDELY TO OPPOSE THINGS IN TOWN THAT HE DOES NOT LIVE IN. BUT THERE’S ONE INDIVIDUAL IN PARTICULAR I CAN THINK OF THAT

IT IS RATHER IT’S A PIOUS DEVOTION ON HIS PART ACTUALLY I THINK I’VE MET THAT INDIVIDUAL .

>> WHY HAVE YOU CAME DOWN AND SPOKE TO ONE OF MY NEIGHBORS ZIJLSTRA YES. YES. THANK YOU.

THANK YOU FOR THAT. >> OF COURSE AS A CHAIR THANKS FOR MAYOR. DID YOU WANT TO MAKE A MOTION

SO MOVED I’LL SECOND RATE AND I WANT TO GET US OUT OF HERE BUT ABBEY I DID HAVE ONE QUICK QUESTION FOR YOU.

I REALLY APPRECIATED THE TABLES THAT SHOWED WHERE WE WANT TO BE ON PERMANENT REVIEW WHERE WE ARE.

I THINK THAT’S GREAT KIND OF RELEVANT TO OUR DATA ANALYTICS CONVERSATION

PREVIOUSLY. I’M CURIOUS FOR THE PERMIT REVIEW ON MACRO CELLS. WE’RE WE’RE AT FIVE POINT SEVEN

AND WANT TO BE AT FIVE OR LOWER. WHAT’S THE WHAT INSIGHTS DO WE HAVE ABOUT WHY WE’RE ABOVE OUR

TARGET AND WHAT’S THE LEADING HYPOTHESIS FOR HOW TO GET TO THE TARGET?

>> AND I BELIEVE THAT SLIDE

EIGHT THERE YOU GO . YEAH, SO SO HOW TO GET TO OUR FIVE DAYS OF REVIEW TIME RATHER

THAN SIX RIGHT. SO WE’VE HAD SOME STAFFING

OUTAGES THAT THAT LED TO SOME ADDITIONAL REVIEW TIMES.

>> WE’VE ALSO TRIED OUT LOOKING TO STAFFING AGENCIES IN THE BUILDING DIVISION AND IN THE

PLANNING DIVISION TO HELP SUPPORT WHEN WE RECOGNIZE THOSE OUTAGES WE’RE GOING TO IMPACT

THESE TIMELINES. >> SO ONE OF THE THINGS WE’RE LOOKING AT IS WHETHER THE STAFFING AGENCIES COULD BE A

MORE LONG TERM SUPPORT SO THIS NUMBER CAN BE REDUCED OR IF WE’RE ABLE TO PINPOINT A

DEDICATED STAFF MEMBER WHO IS DOING THESE REVIEWS OVER TIME WITHIN THE DEPARTMENT SO THAT’S WHAT WE’RE LOOKING AT RIGHT NOW

TO BRING THE TIMELINE BACK INTO THE FIVE DAYS WE HAVE SEEN IT FLUCTUATE SO JUST OUR POINT IN

TIME RIGHT NOW WE’RE AT THE FIVE POINT SEVEN BUT WE HAVE SEEN AT THE FIVE DAY MARK SO

THE FLUCTUATION REALLY IS DIRECTLY TIED TO WHAT WE’VE SEEN IN THE STAFF CHANGES DON.

AND I REALIZE WE’RE NOT THAT FAR OFF BUT I JUST THOUGHT SINCE WE HAVE THE DATA THERE, I’D ASK WHAT THE NEXT STEP IS

TO GET TO THE TARGET. SO AGAIN, APPRECIATE THE TRANSPARENCY AROUND WHERE WE ARE AND WHERE WE WANT TO BE.

THANKS, HARVEY. UNLESS THERE’S ANYTHING ELSE

FROM MY COLLEAGUES NOT SEEN ANY OTHER HANDS, WHY DON’T WE TAKE A LOOK?

>> LICCARDO I JUNK’S JONES I

FOR FOLEY COHEN I MA’AM I THANK YOU. >> THANK YOU. OK WE ARE ON TO OPEN FORUM

OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO BRING UP ANY ISSUES NOT ON TODAY’S AGENDA AND WE

WILL GO TO BLAIR. I THANK YOU BIG HERE.

I GUESS I’LL START FIRST WITH WHAT I’VE BEEN TRYING TO SAY OPERATIONALLY I THINK THERE REALLY CAN BE WAYS THAT WE CAN

OFFER THE IDEAS OF PEACE FOR THE FUTURE. THE UKRAINE AREA I THINK ALL SIDES KNOW GOOD IDEAS.

I HOPE WE CAN WORK WITH THEM. WE CAN USE OUR LOCAL PRACTICES. WE DO HEAR A RACIAL EQUITY

HEALTH AND HUMAN SERVICES AND REIMAGINE ACTUALLY CAN REALLY BE IMPORTANT FACILITATORS FOR

YOU KNOW, I JUST HOPE WE REALLY CAN TALK ABOUT PEACE AND ENDING WAR IN THAT AREA. ALL SIDES CAN DO THAT.

ALL RIGHT. WITH THAT SAID, YOU KNOW, I

HOPE RACIAL EQUITIES CAN REALLY BE RACIAL EQUITY CAN REALLY BE CONSIDERED IN HOW THINGS WERE SPOKEN OF TODAY AND REALLY

ADDRESSED AND HELPFUL TO THE PROCESS. >> I THINK IT’S POSSIBLE TO DO THAT AND IT’S JUST OUR BETTER

SELVES COMING OUT AND THANKS FOR THAT. I WANTED TO COMMENT THAT IT’S MY FEELING THAT YOU GUYS REALLY

HAVE TO MAKE EFFORTS TO NOT BE AFRAID TO TALK ABOUT OPEN PUBLIC POLICIES AND

ACCOUNTABILITY BECAUSE THOSE ARE SOME OF THE VERY THINGS YOU WERE WORKING ON WITH SAY YOUR FIRST ITEM TODAY AND WHEN THINGS WERE ALL IN YELLOW.

BUT YET IT’S DIFFICULT TO TALK ABOUT THOSE THINGS OPENLY YET STILL GOOD LUCK TO YOURSELVES

HOW TO DO THAT. I THINK OPEN PUBLIC POLICIES ARE THE IDEAS OF PEACE AND SUSTAINABILITY OPEN DEMOCRACY

COMMUNITY POSITIVE AND GETTING TOGETHER AND YET YOU’RE TOO AFRAID THERE’S GOING TO BE AN UPRISING OF THE MASSES.

YEAH, THIS IS WORK THAT IS SIMPLY INTENDED TO WORK WITHIN CREATING BETTER POLICIES,

BETTER COMMUNITY PRACTICES IT ASKS ABOUT AND WE HAVE TO LEARN HOW TO SAY THAT TO EACH OTHER

AND LEARN HOW TO REALLY ADDRESS THAT. AND WHEN WE DO THAT’S BRINGING OUR BETTER SELVES AND OUR

BETTER COMMUNITY PRACTICES TOWARDS THE FUTURE OF GOOD DEMOCRACY, OPEN DEMOCRACY. IT’S REALLY IMPORTANT.

GOOD STUFF. GOOD LUCK HOW WE CAN FIGURE OUT WAYS TO INTERPRET. >> THANK YOU. THANK YOU. AND WITH THAT WE ADJOURNED.

HAVE A GREAT AFTERNOON EVERYONE
